1. These rules establish evaluation procedure of efficiency of functioning of special economic zones.
For efficiency evaluation of functioning of special economic zones absolute and relative quantitative indices, and also criteria for evaluation of efficiency of functioning of special economic zones are established.

These rules do not extend to efficiency evaluation of functioning of the special economic zones created and functioning according to the Federal Laws "About the Special Economic Zone in the Magadan Region" and "About the Special Economic Zone in the Kaliningrad Region and about Modification of Some Legal Acts of the Russian Federation".
