About approval of regulations of the state services
According to item 4 of article 9-1 of the Law of the Republic of Kazakhstan of November 27, 2000 "About ministerial procedures" I ORDER to No. 107:
1. Approve the enclosed regulations of the state services:
1) "Issue of passports, identity certificates to citizens of the Republic of Kazakhstan" according to appendix 1 to this order;
2) "Issue of temporary identity certificates to citizens of the Republic of Kazakhstan" according to appendix 2 to this order;
3) "Registration of citizens of the Republic of Kazakhstan at the place of residence" according to appendix 3 to this order;
4) "Removal from registration accounting of citizens of the Republic of Kazakhstan at the place of residence" according to appendix 4 to this order.
2. To committee of migratory police (Nokin P. K.) provide:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) in accordance with the established procedure official publication of this order;
3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.
4. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan police colonel Tynybekov K. S. and Committee of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Nokin P. K.).
5. This order becomes effective on the expiration of ten calendar days after day of its first official publication.

1. The regulations of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" (further - Regulations) are developed according to item 4 of article 9-1 of the Law of the Republic of Kazakhstan "About ministerial procedures", the standard of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" approved by the order of the Government of the Republic of Kazakhstan of December 15, 2009 No. 2121 (further - the Standard).
2. In these Regulations the following concepts are used:
the consumer - the physical person who addressed for the state service;
the passport of the citizen of the Republic of Kazakhstan - the identity document of the citizen of the Republic of Kazakhstan, including outside the Republic of Kazakhstan;
the identity certificate of the citizen of the Republic of Kazakhstan - the identity document of the citizen of the Republic of Kazakhstan valid for the territories of the Republic of Kazakhstan;
the form for production of identity documents of the citizen of the Republic of Kazakhstan - the typographical form of the strict reporting with number and bar code, is the data carrier which is brought in the centralized information database of the documentary population of the Republic of Kazakhstan and is used for the purpose of identification of the personality with the issued documents and address and help work (further - the form);
the electronic form for production of identity documents of the citizen of the Republic of Kazakhstan - the document of the strict reporting with number and bar code completed by means of information system RP DRN (further - the electronic form). Number of the electronic form is created by unified information system in the automated mode;
the electronic and digital signature (EDS) - set of the electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content is also applied at stage of transfer of the electronic request for documentation in the central node;
the structurally functional units (SFU) - responsible persons of authorized bodies, structural divisions of state bodies, public institutions, the state companies, information systems or subsystems which participate in process of rendering the state service.
3. The state service appears territorial subdivisions of migratory police of law-enforcement bodies of the Republic of Kazakhstan (further - authorized body) with use of information system "The registration Item "Documentation and Registration of the Population" (further - RP DRN) in service centers of the population (further - the Center) to the addresses specified in appendix 1 and 2 of the Standard.
4. Form of the rendered state service: partially automated.
5. The state service is performed based on Item 10 of the Rules of documentation of the population of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of July 12, 2000 No. 1063.
6. Issue to the consumer of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan, or the motivated answer about refusal in service provision is result of completion of the state service.
7. The state bodies and other subjects participating in process of provision of the state service:
1) Committee of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan (KMP) - verification of forms;
2) territorial subdivisions of migratory police of law-enforcement bodies of the Republic of Kazakhstan (GOROVD) - receiving and delivery of documents;
3) the Center - receiving and delivery of documents;
4) the Republican state company "Information and Production Center" of the Ministry of Internal Affairs of the Republic of Kazakhstan (RGP "IPTs") - production of documents.
8. The state service is rendered in the Center for the permanent address of the consumer. Acceptance is performed in the working days daily, without interruption for lunch according to the working schedule of the Center specified in appendix 1 to the Standard.
Acceptance is performed according to the procedure of "live" queue, without making an appointment and the accelerated servicing.
9. The complete information about rendering the state service, the list of documents, and also models of their filling are located on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry of Internal Affairs): www.mvd.kz in the Section "About Activities of Law-enforcement Bodies", departments of internal affairs of areas, the cities of Astana, Almaty (further - DVD), Service centers of the population of areas, the cities of Astana, Almaty, and also in official sources of information and at the stands located in divisions of migratory police and Service centers of the population.
10. Terms of rendering the state service:
1) from the date of delivery by the consumer of the documents specified in Item 11 of the Standard before issue of the passport and (or) the identity certificate of the citizen of the Republic of Kazakhstan - 30 calendar days;
2) the most allowed time of consumer expectation in queue in case of delivery of documents - 30 minutes;
3) the most allowed time of consumer expectation in case of receipt of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan - 30 minutes.
11. The state service is rendered for a fee.
12. The basis for refusal to the consumer in rendering the state service is not provision by the consumer of the documents specified in Item 11 of the Standard.
13. Stages of rendering the state service:
1) the consumer submits the documents specified in Item 11 of the Standard in the Center to the staff of authorized body;
2) according to the documents shown by the consumer, the employee of authorized body by means of RP DRN makes identification of the personality in the database, registration of the request, fills in the electronic form and issues to the consumer information leaf for check of correctness of the data entered in it;
3) is checked by the completed electronic form, certifies the EDS and sends to the RP DRN central node;
4) when rendering the state service on paper, is filled by the form, puts down personal code, date, the signature and issues to the consumer form root;
5) the drawn-up forms on paper is sent to KMP according to requirements of the order of the Minister of Internal Affairs of the Republic of Kazakhstan of November 28, 2011 by No. 631 "About some questions of documentation and registration of the population of the Republic of Kazakhstan" (further - the order of the Ministry of Internal Affairs of November 28, 2011 No. 631) registered in the Register of state registration of regulatory legal acts for No. 7324.
6) KMP checks correctness and justification of filling of forms in electronic and paper type;
7) after check forms go for production to RPG "IPTs", and forms requiring completion go to territorial subdivisions of migratory police;
8) RGP of "IPTs" makes and sends ready documents to the Center;
9) the employee of authorized body issues to the consumer the made documents by means of RP DRN, in the place of filling of the electronic form.
10) after issue to the consumer of the made documents, electronic and paper forms join card-index according to requirements of the order of the Ministry of Internal Affairs of November 28, 2011 No. 631.
13. Documents acceptance is performed in the operational hall of the Center by means of "workplaces" of RP DRN on which the surname, name, middle name (in the presence) and position of the employee of authorized body is entered.
14. In the course of rendering the state service the following SFE participate:
1) the employee of department (department, group) migratory police city, district, district (in the city), settlement management (department) of law-enforcement bodies;
2) the employee city, district, district (in the city) Service center of the population;
3) the employee of management of migratory police of Department of internal affairs of area, the cities of Astana and Almaty (further - UMP);
4) employee of KMP;
5) RGP OF "IPTS".
15. Requirements to information security:
1) confidentiality (protection against unauthorized receipt of information);
2) integrity (protection against unauthorized change of information);
3) availability (protection against unauthorized deduction of information and resources).
16. The description of the sequence and interaction of administrative actions (procedures) of each SFE with indication of the term of their accomplishment is given in appendix 1 to these Regulations.
17. The scheme reflecting interrelation between the logical sequence of administrative actions in the course of rendering the state service and SFE is given in appendix 2 to these Regulations.
