About measures for enhancement of electronic document management in public authorities

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation.

2. Determine that transition to exchange of electronic documents in case of interaction of federal executive bodies among themselves and with the Government of the Russian Federation is performed in process of readiness for such exchange of the information and technological infrastructure which is part of information systems of electronic document management of the specified bodies, meaning that this transition needs to be completed till December 31, 2016, and before exchange each of participants of information exchange shall support by the electronic documents readiness of the information system of electronic document management for similar exchange.

3. For the purpose of forming of single standards of submission of electronic documents, procedures of ensuring confirmation and check of their authenticity, and also procedures (protocols) of exchange of electronic documents during the period from March 1 to September 1, 2013 to enable the realization of pilot projects of electronic document management between the Russian Government Office and the Ministry of Telecom and Mass Communications of the Russian Federation, and also between the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Justice of the Russian Federation regarding state registration of regulatory legal acts of the Ministry of Telecom and Mass Communications of the Russian Federation.
