About approval of Rules of creation and operation (application) of space missile systems in the territory of the Republic of Kazakhstan

1. Approve the enclosed Rules of creation and operation (application) of space missile systems in the territory of the Republic of Kazakhstan.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of creation and operation (application) of space missile systems in the territory of the Republic of Kazakhstan

1. General provisions

1. These rules of creation and operation (application) of space missile systems (further - KRK) in the territory of the Republic of Kazakhstan (further - Rules) are developed according to the subitem 13) of article 8 of the Law of the Republic of Kazakhstan of January 6, 2012 "About space activities" and determine procedure for creation and operation (application) of space missile systems of scientific, social and economic and commercial appointment to the territories of the Republic of Kazakhstan.

2. In Rules the following basic concepts are used:

1) avant-project - type of the initial technical documentation containing reasons for product development and its technical and economic indicators, initial requirements and offers on development, production and operation of products;

2) autonomous testing (further - AI) - set of types of the testing determined and which are carried out in case of experimental working off of separate product without check of its functioning with adjacent products KRK;

3) designer's service - competences of the organization software developer to control of production of products by the organization manufacturer;

4) safety of operation - set of the properties of process of operation providing absence or minimizing of risk of drawing damage to health of service personnel, to the environment, adjacent constructions and products during all useful life KRK in the set conditions;

5) commissioning - set of works on preparation, adjustment, check of correctness of functioning of systems, component aggregates KRK and KRK in general and acceptance by their inspection in operation, and also their fixing to the corresponding officials of the operating organization;

6) the head organization developer KRK - the organization which together with organizatsiyamirazrabotchik and manufacturers carries out works on creation KRK in general according to the tactical specification or the specification of the customer;

7) the head organization developer of product KRK - the organization which together with the organizations collaborators carries out works on creation of product KRK according to the specification of the head organization developer KRK (product of larger structure);

8) lifecycle KRK (their products, materials) - processes of development, designing, production, operation, storage, transportation, realization, destruction and utilization;

9) the customer - physical person or legal entity for the benefit of which are created KRK;

10) product - component KRK, system, the equipment, the aggregate, the devices, blocks, nodes, electroradio products (further - ERIE) completing the elements, program product, automated control systems (further - ACS) all types which are part KRK or any their structure;

11) research and reasons for development - the lifecycle stage KRK, their products and materials which is characterized by accomplishment of set of works on forming of initial requirements to them both research and reasons for the principles of their creation;

12) basic data - the document containing necessary technical characteristics and parameters, and also additional or preliminary requirements in design process and approved between contractors;

13) quality KRK (products) - set of the properties causing suitability KRK (products) to satisfy certain requirements according to its appointment, at the same time property acts as the objective feature KRK (products) which is shown during their creation and operation;

14) qualification testing - monitoring tests of prototype series (head sample) for assessment of readiness of the organization for release of these products;

15) complex testing (further - KI) - set of types of the testing which are carried out in case of experimental working off and check of two and more functionally the connected products KRK in the conditions close to real. At the same time testing of separate product KRK in general according to the decision of the general (main) designer can be KI in relation to the products entering them and at the same time AI in relation to product KRK of larger structure;

16) the component - product of supply agency (system, the equipment, the device, the block, node, detail, ERIE completing element) applied as component of the product issued by the organization manufacturer. In the text of Rules - the product delivered by one organization of other organization;

17) control assembly - the assembly (installation, the adjustment) of product (component, assembly unit) in the organization manufacturer appointed and shown to acceptance review it is direct in the course of carrying out the specified works with the purpose of verification of requirements of technological documentation, and also design documentation of technological effectiveness, for confirmation of operating state of product (component, assembly unit);

18) space missile system - set of the carrier rocket and the technical means, constructions, processing equipment and communications providing acceptance, storage, preparation for start-up and start-up of the carrier rocket with the spacecraft;

19) the spaceport - the complex of technical means, devices, buildings, constructions and parcels of land intended for ensuring preparation and implementation of starts of space objects;

20) flight testing (further - WHETHER) - testing KRK in real natural operating conditions and accomplishment of target tasks;

21) object of land space infrastructure - the technical object intended for accomplishment of one or several functions: transportation, storage, reduction and content in the established readiness, maintenance, preparation and missile launch of space appointment (further - RKN), carrying out telemetric and trajectory measurements on the active site of flight of RKN, and also their providing;

22) product prototype (pilot product) - the product sample made (finished, modernized) on again developed worker of design documentation for testing, including flight, and its checks on compliance to requirements of the tactical specification or specification in the course of accomplishment of opytnokonstruktorsky works;

23) the organization developer of product KRK - the organization which carries out works on creation of product according to the specification of the head organization developer KRK (product of larger structure);

24) the organization manufacturer (supplier) - the organization performing production, assembly and delivery of product KRK;

25) assessment of conformity - positive or indirect confirmation of observance of requirements imposed to object;

26) quality parameter (properties, conditions) - quantitative sign of property (group of properties) or product condition;

27) production preparation - set of actions for holding the organizational, technical, economic, social and other actions providing readiness of the organization for development of production of products of the required quality in the set release amount;

28) the consumer - the customer or the department, body, the organization using results of accomplishment of target tasks KRK and to their products in the interests;

29) statement of products on production - the set of the actions providing production organization of again developed (modernized) products, which is characterized by holding actions for preparation and development of the production of products confirmed by release of the first product samples (adjusting batch);

30) preliminary testing - monitoring tests of prototypes for determination of possibility of their presentation on acceptance tests;

31) acceptance testing - monitoring tests of products in case of acceptance review in production process;

32) acceptance tests - monitoring tests of the specific prototypes ready to delivery, for the solution of question of their suitability to proper use;

33) production - the stage of product lifecycle (materials) which is characterized by accomplishment of set of works on the organization and implementation of their industrial production;

34) development - the lifecycle stage KRK, their products and materials which is characterized by accomplishment of set of works on development of project and working design documentation to KRK and their products, to production and testing of prototypes, head sample or batch of prototypes of products WHETHER to adjustment and approval of documentation after them;

35) the carrier rocket - the technical device intended for conclusion of spacecrafts in space;

36) resource testing - testing for working off and confirmation of the resource characteristics determined by the specification;

37) the quality system - the set of organizational structure, responsibility, procedures, processes and resources providing implementation of the common directorship with quality;

38) system of engineering supervision - complex of methods and plans of control, rules and acceptance criterions of products, the control transactions determining objects, amount, labor input and verification regimes, the sequence of its carrying out, technical equipment and qualification requirements as integral part of engineering procedures of production;

39) system of operation KRK (products KRK) - set of the interconnected products of the equipment, means of their operation, contractors and documentation which interaction happens according to tasks of each operational phase of these products;

40) creation KRK (products, material) - set of stages of lifecycle KRK (products, material) from forming of initial requirements before the end of its production;

41) lifecycle stage - the part of product lifecycle characterized by certain condition of products, type of the provided works and their result. Stages of product lifecycle KRK - scientific, project and system research, development, designing, production (production), operation, removal from operation (utilization, liquidation);

42) the tactical specification (further - TTZ) on accomplishment of avant-project, opytnokonstruktorsky works (further - ROC) - the initial technical document approved by the customer of ROC and establishing complex of tactical engineering requirements to created KRK, and also requirements to content, amount and terms of accomplishment of ROC;

43) the specification (further - TZ) on accomplishment of component of ROC - the initial technical document approved by the customer of ROC (the head organization developer) and establishing complex of technical requirements to the created components KRK and also requirements to content, amount and terms of accomplishment of component of ROC;

44) technical and economic indicators - set of the technical, economic, organizational and other performances characterizing KRK (its product) and determining the cost of development, production and testing of prototypes, serial production, operation, utilization and other works on this KRK (its products) in terms of money;

45) technological support - set of actions in complex of works on creation and statement on production of the products causing technological effectiveness of products, carrying out research and development works according to the solution of technological problems, experimental working off of new engineering procedures, preparation and development of production of products. Technological support is performed in interaction by developers of products, technologists, materials scientists and other specialists;

46) experimental working off - set of works on preparation and carrying out testing on models, prototypes, prototypes for the purpose of check of compliance of product characteristics to requirements of TTZ (TZ) in the conditions close to real, ensuring functioning of products, determinations of inventories of their working capacity, including works on mathematical and to the software, ballistic reasons, on working off of engineering procedures, and also the works which are carried out on the basis of experienced and theoretical method;

47) electroradio product (ERIE) - functionally complete products of the electronic equipment, radio - and electricians: electrovacuum devices, semiconductor devices, integral chips, micromodules, resistors, condensers, radio components, relay, etc.;

48) lifecycle stage - the part of stage of lifecycle which is independent subject to planning, financing and accomplishment, directed to receipt of certain resulting effects.

3. Creation KRK, and also separate components KRK if they are created separately from specific KRK, is performed based on TTZ or TZ of the customer on contractual (contractual) basis with it.
