RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About modification of the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel for 2010-2015

The Cabinet of Ministers of Ukraine decides:

Bring in the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel for 2010-2015 approved by the resolution of the Cabinet of Ministers of Ukraine of March 1, 2010 No. 243 (the Of_ts_yny v_snik of Ukra§ni, 2010 No. 16, the Art. 762 No. 53, Art. 1781; 2011 No. 32, Art. 1347; 2012 No. 13, the Art. 484), changes which are applied.

Changes which are made to the State target economic program of energy efficiency and development of the sphere of production of energy carriers from renewable energy resources and alternative types of fuel for 2010-2015

1. In the Section "Tasks and Actions":

after the paragraph of the eighth to add with new paragraphs of such content:

"-development of standard projects on upgrade and replacement of coppers with their transfer into alternative types of fuel, establishment of thermal pumps, implementation of technologies of electric heataccumulative heating and hot water supply on objects of utility pattern of ownership and the social sphere, implementation of cogeneration technologies with use of alternative types of fuel in the field of utility heat-and-power engineeering;

- stimulation of industrial enterprises to carrying out upgrade of boiler rooms, implementation of the energy efficient equipment, technologies, materials and carrying out the corresponding works by compensation of part of cost of projects;".

With respect thereto the ninth - the thirty fifth to consider paragraphs respectively paragraphs the eleventh - the thirty seventh;

after the paragraph of the thirteenth to add with new paragraphs of such content:

"-constructions and reconstruction of local networks, station nodes and substations for accession of objects which make the electric power from renewable sources;

- equipment of subjects of managing in the field of production of heat energy of utility pattern of ownership metering devices of the actual leave of heat energy and equipment of apartment houses house devices of its accounting;

- stimulations of the population (further - borrowers) to implementation of the energy efficient equipment, technologies, materials and carrying out the corresponding works by compensation of percent in certain size for use of the credits received by borrowers in financial institutions;".

With respect thereto the fourteenth - the thirty seventh to consider paragraphs respectively paragraphs the seventeenth - the fortieth;

after the paragraph of twenty third to add with the new paragraph of such content:

"-development of the feasibility statement and construction project of standard modern mini-combined heat and power plant which uses biomass and other alternative types of fuel;".

With respect thereto the twenty fourth - the fortieth to consider paragraphs respectively paragraphs the twenty fifth - the forty first;

the forty first to state the paragraph in such edition:

"-establishment of double-glazed windows, balcony blocks and entrance doors;";

add the Section with paragraphs of such content:

"Belong to the corresponding works to the energy efficient equipment, technologies, materials which take root using the mechanism of compensation of percent in certain size for use of the credits received by borrowers in financial institutions and:

for single-family houses:

- gas coppers with automatic supply of natural gas, including the cost of their installation;

- electric coppers, including the cost of their installation;

- coppers which work at alternative types of fuel, including the cost of their installation;

- thermal pumps, including the cost of their installation;

- solar collectors for production of heat energy and heating of water, including the cost of their installation;

- solar panels for production of electrical energy, including the cost of their installation;

- heating radiators with temperature regulators, metering devices of natural gas and water, including the cost of their installation;

- double-glazed windows, balcony blocks and entrance doors, including the cost of their installation;

- works on heat insulation of external walls of the building, cellar and base;

- works on upgrade of thermal, water supply, sewer, ventilating and power networks in the house;

for apartments in apartment houses:

- heating radiators with temperature regulators, including the cost of their installation;

- metering devices of hot water with control of temperature, including the cost of their installation;

- metering devices of natural gas and cold water, including the cost of their installation;

- double-glazed windows, balcony blocks and entrance doors, including the cost of their installation;

- works on heat insulation of external walls of the apartment house.".

2. State the Section "Amounts and Sources of Financing" in such edition:

"Amounts and sources of financing

The approximate amount of financing of the Program constitutes 346 billion hryvnias, including 7, one billion - at the expense of the government budget, 15 billion - at the expense of local budgets, 323, of 3 billion hryvnias - at the expense of other sources.

The amount of financing of the Program is specified annually during designing state and local budgets for the corresponding year in the expense limits provided to the main manager of budgetary funds.".

3. In appendices to the Program:

to state Item 7 of appendix 1 in such edition:

"7. Forecast amounts and sources of financing

 

 

state appendix 2 in edition which is applied.
