Rules of movement of material values of the state material reserve between the responsible keepers and the organizations which are logging in the state material reserve

1. These rules establish procedure for the organization of works on movement of material values of the state material reserve (further - the state reserve) between the responsible keepers and the organizations which are logging in the state reserve.

2. For the purposes of these rules movement is understood as removal from storage of material values of the state reserve at one responsible keeper and the subsequent placement of the same material values at other responsible keeper or in the organization which is logging in the state reserve.

3. Movement of material values of the state reserve between the responsible keepers and the organizations which are logging in the state reserve for the purpose of ensuring quantitative and high-quality safety of material values and increase in effective management of the state reserve is performed in the following cases:

a) emergence of threat of destruction or spoil of material values of the state reserve in connection with emergency situation of natural or technogenic nature;

b) numerous violation by the responsible keeper of storage conditions of material values of the state reserve;
