1. Establish limiting indexes of the greatest possible change of the established rates for goods and services of the organizations of utility complex rendering services in the field of water supply, water disposal and sewage treatment taking into account allowances to rates for goods and services of the organizations of utility complex rendering services in the field of water supply, water disposal and sewage treatment, on average on subjects of the Russian Federation for 2013 according to appendix to this order.

2. Recommend to executive bodies of subjects of the Russian Federation in the field of state regulation of rates in case of establishment of rates for goods and services of the organizations of utility complex rendering services in the field of water supply, water disposal and sewage treatment taking into account allowances for rates for goods and services of the organizations of utility complex rendering services in the field of water supply, water disposal and sewage treatment for the next financial year within the indexes specified in appendix to limiting this order:

- consider macroeconomic indicators of the forecast of social and economic development of the Russian Federation approved by the Government of the Russian Federation for 2013 and planning period of 2014 and 2015;

- perform establishment of rates for goods and services of the organizations of utility complex rendering services in the field of water supply, water disposal and sewage treatment with the calendar breakdown determined in appendix to this order.

3. The verified copy of the decision made by executive body of the subject of the Russian Federation in the field of state regulation of rates in pursuance of this order within five days from decision date goes to Federal Tariff Service.

4. This order becomes effective in accordance with the established procedure.
