1. Establish and enact since limiting January 1, 2013 the minimum and maximum levels of rates for the heat energy made in the mode of the combined development of electrical and heat energy by sources of heat energy with the established generating capacity of production of electrical energy of 25 megawatts and more, on average on the subject of the Russian Federation, without differentiation by heat carrier types, thermodynamic parameters of vapor (temperature, pressure) and systems of centralized heat supply for 2013 according to appendix.

2. Recommend to executive bodies of subjects of the Russian Federation in the field of state regulation of rates in case of establishment of rates for the heat energy made by the power plants performing production in the mode of the combined development of electrical and heat energy for the next financial year within the limits of rates specified in Item 1 of this order:

- consider macroeconomic indicators of the forecast of social and economic development of the Russian Federation approved by the Government of the Russian Federation for 2013 and for planning period of 2014 and 2015, the change of structure, amounts and fuel prices used for production of heat energy, including at the expense of natural factors, change of amounts of the heat energy delivered to consumers, and also the taking place in previous periods of tariff regulation economically unreasonable control of growth of rates for heat energy;

- provide, if necessary, differentiation in thermodynamic parameters of vapor (temperature, pressure) and systems of centralized heat supply;

- provide calendar breakdown according to this order.

Differentiation of rates is made by heat carrier types according to the current legislation.

3. This order becomes effective in accordance with the established procedure.
