1. Establish and enact since limiting January 1, 2013 the maximum levels of rates for the heat energy delivered by the heatsupplying organizations to consumers, on average on subjects of the Russian Federation with the following calendar breakdown:

- from 01.01.2013 to 30.06.2013 at the level determined proceeding from the average rate on the subject of the Russian Federation calculated taking into account the rates operating for the heatsupplying organizations as of 31.12.2012 and the maximum size of growth of rates on the subject of the Russian Federation according to appendix to this order;

- from 01.07.2013 to 31.12.2013 at the level determined proceeding from the average rate on the subject of the Russian Federation calculated taking into account the rates operating for the heatsupplying organizations as of 31.12.2012 and the maximum size of growth of rates on the subject of the Russian Federation according to appendix to this order;

2. Recommend to executive bodies of subjects of the Russian Federation in the field of state regulation of rates in case of establishment of rates for the heat energy delivered by the heatsupplying organizations to consumers for the next financial year within the limits of rates specified in Item 1 of this order:

- consider macroeconomic indicators of the forecast of social and economic development of the Russian Federation approved by the Government of the Russian Federation for 2013 and for planning period of 2014 and 2015;

- perform establishment of rates for heat energy with the calendar breakdown determined by this order.

3. The verified copy of the decision made by executive body of the subject of the Russian Federation in the field of state regulation of rates in pursuance of this order in week time from the date of decision making goes to Federal Tariff Service.

4. This order becomes effective in accordance with the established procedure.
