The Ministry of Economic Development of the Russian Federation - authorized body on maintaining information resource of the federal state information system providing process of pre-judicial (extrajudicial) appeal of the decisions and actions (failure to act) made by provision of the state and municipal services (further - system);

The ministry of digital development, communication and mass communications of the Russian Federation - the operator of system.

2(1). Determine that stages and terms of creation and commissioning of system are determined by the decision of Government commission by use of information technologies for improvement of quality of life and conditions of conducting business activity taking into account terms, the stipulated in Item 4 presents of the resolution.

3. To the Ministry of Economic Development of the Russian Federation till April 1, 2013 to approve methodical instructions for ensuring functioning and use of system in coordination with the Ministry of Telecom and Mass Communications of the Russian Federation.

4. To the Ministry of Telecom and Mass Communications of the Russian Federation:

till January 1, 2015 to create system according to this resolution;

till January 1, 2015 to provide commissioning and functioning of system.

5. To the federal executive bodies and bodies of state non-budgetary funds providing the state services:
