About some questions of accounting and provision of the reporting to customs authority

According to Articles 37, of 44, of 51, of 210, "About customs affairs in the Republic of Kazakhstan" the Government of the Republic of Kazakhstan DECIDES: 262 Codes of the Republic of Kazakhstan of June 30, 2010

1. Approve enclosed:

1) Rules of accounting and provision of the reporting to customs authority customs carrier about the goods transported according to customs procedure of customs transit including with use of information technologies;

2) Rules of accounting and provision of the reporting to customs authority owners of warehouses of temporary storage, customs warehouses about the stored (stored) goods, including with use of information technologies;

3) Rules of accounting and provision of the reporting to customs authority owners of storage locations of own goods about the arriving, stored, exported goods and (or) vehicles, including with use of the automated form of control and accounting.

4) Rules of submission of the reporting to customs authority, including with use of the information technologies, persons using special simplifications about which are kept, transported, realized, processed and (or) the used goods;

5) Rules of submission of the reporting to customs authority, including with use of information technologies, the persons using and (or) owning foreign goods.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of accounting and provision of the reporting to customs authority customs carrier about the goods transported according to customs procedure of customs transit including with use of information technologies

1. Accounting by customs carriers of the goods transported according to customs procedure of customs transit is performed by ledger maintenance of accounting of transportations of goods under customs control by customs carrier and the reporting under them (further - the Book of accounting) in form, according to appendix to these rules on paper and in electronic form in the Excel format.

Since January first of each next year numbering of the Book of accounting begins with unit. The book of accounting shall be stitched, numbered, sealed and ratified the chief of customs authority, or person replacing it in which zone of activities there is customs carrier.

After introduction of the last record current calendar year the Book of accounting is transferred to customs authority for carrying out reconciliation. The term of carrying out reconciliation shall not exceed 30 calendar days.

The book of accounting is stored within five years from the date of introduction of the last record. Introduction of additional records or corrections after carrying out reconciliation of the Book of accounting is not allowed.

Also the Book of accounting or its copy in electronic form is provided to officials of customs authority according to their requirement.

2. Customs carriers quarterly, no later than the fifth day of the first month of the next quarter, provide the report on all transportations of the goods performed according to customs procedure of customs transit for the accounting period in customs authority in which activities zone customs carriers are registered.

The report is constituted in form according to appendix to these rules. The report is on paper signed by the first head or person, it the replacement, chief accountant, certified by seal of customs carrier. Along with the report on paper in customs authority the report in electronic form in the Excel format is submitted.
