About approval of Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by railway transport of Ukraine

According to subitem 4.4.8 of subitem 4.4 of item 4 of the Regulations on the Ministry of infrastructure of Ukraine approved by the Presidential decree of Ukraine of May 12, 2011 No. 581, Procedure for servicing of citizens by the railway transport approved by the resolution of the Cabinet of Ministers of Ukraine of March 19, 1997 No. 252, and for the purpose of improvement of servicing of citizens during use of railway transport I ORDER:

1. Approve Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by the railway transport of Ukraine approved by the order of the Ministry of Transport and Communications of Ukraine of December 27, 2006 No. 1196, registered in the Ministry of Justice of Ukraine on April 04, 2007 for No. 310/13577 (with changes) which are applied.

2. To provide to public administration of rail transport of Ukraine:

2.1. Submission of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

2.2. Bringing this order to permission involved and steady accomplishment of its requirements.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the First Deputy Minister Efimenko K. O.

Changes to Rules of transportation of passengers, baggage, cargo baggage and mail by railway transport of Ukraine

1. In Item 1.7 of Section 1:

1.1. Add Item with new terms and determinations, having placed them in alphabetical order:

"The single travel document - the travel document processed on one form for two trips (journey with one change or "tudaobratno")";

"The train additional - the passenger train which is not included in trains of year-round running".

1.2. To add determination of the term "Travel document" after the word "group" with the word "single".

1.3. To add determination of the term "Message Suburban" after the words "dizelpoyezda" with words ", rail buses".

1.4. To add determination of the term "Rate Suburban" after the words "dizelpoyezda" with words ", rail buses".

2. In Section 2.

2.1. To add paragraph two of Item 2.38 with new offers of such content: "Registration of transportation of organized group in one car is performed on one travel document. At the request of the head of group travel documents for certain passengers as a part of group (to 6 travel documents to one car) can be processed".

2.2. The paragraph one of Item 2.40 to replace with two paragraphs of such content:

"2.40. Travel documents are processed to the drive in the through-message, with one change or "there - back". Journey with one change and "there - back" can be drawn up at the request of the passenger according to the single travel document.

In case of execution of travel documents, including single, the ticket clerk shall approve with the passenger interval between arrival time of the train of change Item according to the schedule and departure time of the train from change Item. In case of registration of driving with change through the single travel document date of departure from the station of change shall be not later than 10 days after arrival of the train on the station of change".

With respect thereto to consider paragraph two the paragraph third.

2.3. In the subitem "an" of Item 2.52 of the word of "three hours" shall be replaced with words "one hour".

3. To add Item 4.1 of Section 4 with the new paragraph of such content:

"Applications from legal entities on booking for transportation of organized groups can be directed also in electronic form. Lists of e-mail addresses for the direction of statements for booking are specified on official websites of the railroads".

4. In the paragraph the second Item 6.2 of Section 6 of the word"," to exclude the coupon of the current year and the coupon of the next year.

5. In Item 7.9 of Section 7:

after paragraph one to add Item with the new paragraph the second such content:

"Repayment of the single travel document is similarly performed during journey on the first site of following or during journey "there". Repayment of the single travel document during journey on the second site of following or during journey is "back" performed by piece otryvaniye in the lower part of the travel document through its folding across".

With respect thereto paragraphs two, third to consider respectively paragraphs the third, fourth;

the second offer of the paragraph of the fourth after words of "regional trains" to add with the word and sign", Intersiti +".

6. In Section 8:

6.1. The paragraph one of Item 8.4 to add with the new offer of such content:

"The mark in single travel documents is similarly put down".

6.2. Add Item 8.22 with the new paragraph of such content:

"Renewal of single travel documents is performed prior to the beginning of trip at the same time for two sites of following in case of journey with change or "there - back", at the same time the trips this relatively for the second site of following or for journey can "back" not change".

6.3. To add Item 8.25 after words of "appointment (departure)" with the words "and acquired through the Internet".

6.4. Items 8. 8.31 to state 30, in such edition:

"8.30. If at the passenger travel documents at the station of the return departure or along the line are stolen (at the station of change) or he lost them and has no means for acquisition of new travel documents, he can charge (phone, by fax and so forth) to any person to acquire the complete or children's travel document in ticket office in the place of residence (location) of such person in Ukraine on the train which goes from the station of departure of the passenger it is at least in 3 hours and no more than two days prior to departure.

8.31. The chief of the station (station) on whom (which) processes the travel document at the expense of person who paid it the telegram informs the chief of the station (station) of stay of the passenger on registration of journey with indication of the complete information of service line of the travel document.

The travel document processed for a fee is extinguished and together with the telegram is transferred to the railroad of station of origin of the passenger for appendix to the report on the issued free of charge travel document.

Based on this telegram the travel document (complete or children's) is drawn up to the passenger by manual method, without scale of charges and without collection of payment.

The copy of the telegram is issued to person who paid fare in payment confirmation.

Return of means for the paid and unused travel documents is carried out in claim procedure".

7. In Section 10:

7.1. Add Item 10.2 with the new paragraph of such content:

"Coefficients of indexation of tariff regulation on the calendar periods of year, coefficients of decrease (increase) on days of the week and depending on sale date are applied to the cost of the ticket and reserved seat".

7.2. State Item 10.3 in such edition:

"10.3. Rates for transportation of passengers affirm for general, couchette, compartment cars with 4-seater compartments, first-class carriages with 2 local compartments - "SV" and "M" cars (luxury) of night passenger, night fast trains, night high-speed trains and cars of 1st, 2nd and 3rd classes of day fast regional trains, day high-speed trains (The regional express, Intersiti (IS) and Intersiti + (IS+)".

7.3. Add Item 10.4 with new paragraphs of such content:

"Registration and collection of transportation payment in first-class carriages with 2 local compartments like "M" (luxury) is performed thus:

a) in compartment can follow one or two adult passengers and one child aged up to 6 years, at the same time all-in cost of journey for compartment is paid;

b) return of one place from two drawn-up seats in a compartment is not carried out;

c) the service fee (collection) is levied for two passengers;

d) privileges and discounts are not provided, the children's rate is not applied, driving through office and one-time tickets of workers of rail transport is not drawn up".

8. Add Section 11 with new Item of such content:

"11.6. The insurance fee is paid in passengers who pay cost for occasional seats for journey in separate compartment in accordance with general practice".

9. Add Section 12 with new Item of such content:

"12.9. The service fee on execution of single travel documents (sales charge) is levied once only for travel documents on departure from Item of initial departure".

10. In Section 15:

10.1. The second offer of paragraph one of Item 15.1 to add with words and figures "if its size on the amount of three dimensions does not exceed 200 cm".

10.2. In paragraph seven of Item 15.7 of the word "electro - diesel trains of the increased comfort" shall be replaced with words "regional trains".

11. The ninth Item 18.2 of Section 18 to exclude the paragraph.

12. In Section 21:

12.1. In the first offer of paragraph one of Item to replace 21.11 figure "3" with figure "1".

12.2. Add the Section with new Items of such content:

"21:14. Return of payments for single travel documents is performed in accordance with general practice.

21:15. Activation of the act of return of payments for the travel documents acquired via the Internet is performed by the passenger within 180 days since return of places in any Item of sale of travel documents in the territory of Ukraine.

21:16. If the individual or group travel document which is processed at a discount for journey "there - back" is not used in one direction, return of payments is performed after recalculation to all-in cost of the used travel document.

21:17. Consideration of question of return of payments for the travel documents processed according to Items 8. 30, 8.31 Sections 8 of these Rules, are carried out by the railroad which processed the free travel document".

13. In Section 31:

13.1. In the first offer of Item 31.6 of the word "after three hours" shall be replaced with words "after one hour".

13.2. The first offer of paragraph two of Item 31.7 after the words "The Car Is Returned to the Sender, It Is Specified" to add with the word "time".

14. In Item 32.35 of Section 32 of the word "and electro-diesel trains" to replace with the word "trains".

15. In Item 33.9 of Section 33 shall be replaced with words the word of "electric trains" "local trains".

16. Appendices 5, 6 to Rules to be reworded as follows which are applied.
