About approval of Rules of technical operation of power plants and networks
According to the subitem 8) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" the Government of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed Rules of technical operation of power plants and networks.
2. This resolution becomes effective after ten calendar days from the date of the first official publication.

1. These rules of technical operation of power plants and networks (daleepravil) are developed according to the subitem 8) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and establish procedure for technical operation of power plants and networks.
2. In Rules the main organizational and technical requirements to operation of energy objects which steady accomplishment will ensure economic and reliable functioning of all links of energy complex are stated.
3. In these rules the following concepts and determinations are used:
1) power plant - the energy object intended for production of electrical and heat energy, containing construction part, the equipment for transformation of energy and the necessary service equipment;
2) power networks - set of substations, distributing devices and the power lines connecting them intended for transfer of electrical energy;
3) thermal networks - set of the pumping points, thermal Items, pipelines and armature intended for transfer of heat energy;
4) boiler room - the energy object intended for production of heat energy, containing construction part, the equipment for transformation of energy and the necessary service equipment;
5) hydroelectric power station - the power plant as power source using energy of water flow;
6) the local instruction - the instruction developed for use within the company and approved by management of energy objects.
Tasks and organizational structure
4. The main objectives of power plants, boiler, power and thermal networks are production, transfer, distribution and leave of electrical energy and heat to consumers (further - power production).
5. The main technological links of power production are the power making organizations (power plants, boiler rooms) which are power transferring the organizations (power and thermal networks), (further - power facilities), connected by community of the modes and centralized supervisory control.
6. Basic provisions of workers of industry:
1) observance of contractual conditions of power supply of consumers;
2) maintenance of normal quality of the released energy of standard frequency and tension of electric current, pressure and temperature of the heat carrier;
3) respect for operational and dispatching discipline;
4) content of the equipment, buildings and constructions in condition of operational readiness;
5) ensuring the maximum reliability of power production and profitability in full accordance with the legislation on energy saving and these rules;
6) observance of requirements of industrial and fire safety in use equipment and constructions;
7) fulfillment of requirements of the legislation on safety and labor protection;
8) decrease in adverse effect of production on people and environment;
9) use of achievements of scientific and technical progress for the purpose of increase in profitability, reliability, safety, improvement of ecological condition of power facilities.
7. On each power facility between structural divisions functions on equipment maintenance, buildings, constructions and communications are distributed.
8. Each worker of industry needs to imagine clearly features of power production, to strictly follow labor and technological discipline, rules of the labor schedule, to keep clean and procedure the workplace.
Control of overall performance of power plants and networks
9. On each thermal power plant capacity of 10 MW and more, hydroelectric power stations capacity of 30 MW and more, in everyone are also more developed by the district boiler heating capacity of 50 Gcal/h (209,5 of GDzh/h) the energy characteristics of the equipment establishing dependence of technical and economic indicators of its work in absolute or relative calculation from electric and thermal loadings. Besides, on thermal power plant and in district boiler room schedules of initial and nominal specific fuel consumptions on the released electrical and heat energy, and on hydroelectric power station - standard specific costs of water on the released electrical energy are developed.
10. Energy characteristics shall reflect really achievable profitability of operation of the mastered equipment in case of fulfillment of requirements of these rules.
11. In thermal networks energy characteristics are constituted on the following indicators: thermal losses, specific expense of the electric power on transport of heat energy, specific hourly average consumption of network water, difference of temperatures in the giving and return pipelines, leakage of network water. Creation of the energy characteristic on indicator of temperature of network water in the return pipeline is allowed.
12. For power network the normalized indicator is the technological expense of the electric power on its transport.
13. On amount, form and content energy characteristics shall conform to requirements of the existing regulating and methodical documents.
14. Energy characteristics of the equipment and graphics of settlement specific fuel consumptions and water on the released electric power and heat on each group of the equipment of power plant are reviewed 1 time in 5 years. Review is also carried out when owing to modernization and reconstruction of thermal power plants, change of type or brand of the burned fuel the actual specific fuel consumptions on supply of electricity and heat change more than for 2 and 1% respectively.
At power plants, in boiler, power and thermal networks for the purpose of improvement of resulting effect of work are provided:
1) required accuracy of measurements of expenses of energy carriers and technological parameters;
2) the accounting (replaceable, daily, monthly, annual) in the established forms of indicators of operation of the equipment based on indications of instrumentations and information and measuring systems;
3) the analysis of technical and economic indicators for assessment of condition of the equipment, the modes of its work, reserves of economy of fuel, efficiency of the held organizational and technical events;
4) development and accomplishment of actions for increase in reliability and profitability of operation of the equipment, to decrease in irrational expenses and losses of fuel and energy resources.
Engineering supervision. Technical and technological supervision of the organization of operation of power facilities
15. On each power facility it is necessary to organize constant and periodic control (surveys, engineering certifications) of technical condition of power stations (the equipment, buildings and constructions), to determine responsible persons for their condition and safe operation, and also to appoint personnel on technical and technological supervision and to approve job responsibilities.
16. All technological systems, the equipment, buildings and constructions, including the hydroconstructions which are part of power facility are exposed to periodic engineering certification.
Engineering certification is made by the commission of power facility headed by the technical lead of power facility or its deputy. The commission joins heads and specialists of structural divisions of power facility, specialists of the specialized and expert organizations.
Engineering certification is made at least 1 time in 5 years.
Tasks of engineering certification are condition assessment, establishment of terms and service conditions, and also determination of the measures necessary for providing the established power station resource.
Shall be included in amount of periodic engineering certification:
external and internal examination, verification of technical documentation, conformity testing to safety conditions of the equipment, buildings and constructions (hydraulic testing, setup of safety valves, testing of automatic machines of safety, heavy lift gears, contours of grounding).
Along with engineering certification check of accomplishment of instructions of the supervisory (control) authorities and actions planned by results of investigation of violations of work of power facility and accidents in case of its servicing and also the actions developed in case of the previous engineering certification is performed.
Results of engineering certification are entered in technical data sheet of power facility.
Operation of power stations with the emergency and dangerous defects revealed in the course of control and also with violations of terms of engineering certification is not allowed.
17. Constant control of technical condition of the equipment is made operational and operational maintenance force of power facility.
The procedure for control is established by local production and job descriptions.
18. Periodic surveys of the equipment, buildings and constructions are made by persons responsible for their safe operation.
Frequency of surveys is established by the technical lead of power facility. Results of surveys are fixed in the special magazine.
19. Persons controlling condition and safe operation of the equipment, buildings and constructions need to provide observance of specifications in case of operation of power facilities, accounting of their condition, investigation and accounting of failures of power stations and their elements, maintaining operational and repair documentation.
Technical documentation
20. On each power facility there shall be following documents:
1) acts of withdrawal of the parcels of land;
2) the master plan of the site with the put buildings and constructions, including underground economy;
3) geological, hydrogeological and other data on the territory with results of testing of soil and analysis of ground waters;
4) acts of laying of the bases with cuts of holes;
5) acceptance acts of the hidden works;
6) primary acts of rainfall of buildings, constructions and the bases under the equipment;
7) primary acts of testing of the devices providing explosion safety, fire safety, lightning protection and anticorrosive protection of constructions;
8) primary acts of testing of internal and outside water supply systems, fire water supply system, sewerage, gas supply, heat supply, heating and ventilation;
9) primary acts of individual approbation and testing of the equipment and technological pipelines;
10) acts of inspections;
11) the approved project documentation with all subsequent changes;
12) the energy passport according to the legislation on energy saving;
13) technical data sheets of buildings, constructions, technological nodes and equipment;
14) executive working drawings of the equipment and constructions, drawings of all underground economy;
15) executive working schemes of primary and secondary electric connections;
16) executive working technological schemes;
17) drawings of spare parts to the equipment;
18) operating plan of fire extinguishing;
19) set of the existing and cancelled maintenance instructions of the equipment, buildings and constructions, job descriptions for all professional categories and workers belonging to personnel on duty, both security guidelines and labor protection. Approval of instructions for labor protection is performed by the first head, but not the technical lead;
20) the set of documentation stated above is stored in technical archive of power facility with stamp "Documents" and in case of change of the owner is transferred in full to the new owner who needs to provide its permanent storage.
21. On each power facility the list of necessary instructions, provisions, technological and operational schemes for each workshop, substation, the area, the site, laboratory and service which affirms the technical lead of power facility is established.
Lists of necessary instructions and instructions are reviewed 1 time in three years.
22. On the capital and service equipment of power plants, boiler rooms and substations plates with ratings according to state standard on this equipment are established.
23. All capital and service equipment, including pipelines, systems and sections of tires, and also fittings, shiber gazo-and air ducts shall be numbered. In the presence of the electoral system of management (further - ISU) carries out double numbering of armature in the place and on executive schemes with indication of number corresponding to the operational scheme and number on ISU. The capital equipment shall have sequence numbers, and auxiliary - the same number, as the basic, with addition of letters A, B, B and others. Numbering of the equipment is made from permanent end face of the building and from row A. On double blocks number of the block with addition of letters A and B is assigned to each copper. Separate links of system of fuel feeding shall be numbered consistently and in the direction of fuel movement, and parallel links - with addition to these numbers of letters A and B on the fuel course from left to right.
24. All changes in power stations executed in use are brought in instructions, schemes and drawings before implementation signed by the controlling person with indication of its position and date of modification.
Information on changes in instructions, schemes and drawings is brought to the attention of all workers (with the log entry of orders) who require knowledge of these instructions, schemes and drawings.
25. Technological schemes (drawings) are checked for their compliance to actually existing schemes (drawings) at least 1 time in 3 years with mark in them about check.
Lists of necessary instructions and instructions are reviewed 1 time in three years.
26. Sets of necessary schemes are at national dispatch center of the system operator (further - NDTs WITH) Kazakhstan, regional dispatch centers (further - RDTs), thermal and power network, the shift supervisor of power plant, each workshop and the power unit, the person on duty of substation, the region of thermal and power network and the master of operativnovyezdny crew, and also at maintenance force. The form of storage of schemes is determined by local conditions.
27. All workplaces are supplied with the necessary instructions constituted according to requirements of these rules on the basis of factory and project data, standard instructions and other normative and technical documents of operating experience and results of testing and also taking into account local conditions. Instructions are signed by the chief of the relevant production division (the workshop, substation, the area, the site, laboratory, service) and affirm the technical lead of power facility.
The list of the instructions requiring approval is determined according to NDTs FROM Kazakhstan and RDTs.
28. On each installation are provided in maintenance instructions of the equipment, buildings and constructions, means of relay protection, telemechanics, communication and complex of technical means of automatic management system:
1) short characteristic of the equipment of installation, buildings and constructions;
2) criteria and limits of safe condition and operating modes of installation or complex of installations;
3) procedure for preparation for start-up;
4) procedure for start-up, stop and equipment maintenance, content of buildings and constructions during normal operation and in case of violations in work;
5) procedure for the admission to survey, repair and testing of the equipment, buildings and constructions;
6) requirements for safety and labor protection, vzryvo-and fire safety, specific to this installation.
29. In job descriptions on each workplace are specified:
1) the list of instructions for equipment maintenance, schemes of the equipment and devices which knowledge is necessary for workers on this position;
2) rights, official functions and worker's obligations;
3) relations with higher, subordinate and another, connected on work, personnel.
30. The personnel on duty have operational documentation which amount is provided in appendix 1 to these rules.
Depending on local conditions the amount of operational documentation can be changed according to the decision of the technical lead of power facility.
31. On workplaces of operational and dispatching personnel in workshops of power plants, on control panels with permanent watch of personnel on control offices daily sheets shall be kept.
32. The administrative technicians according to the established schedules of surveys and bypasses of the equipment need to check operational documentation and to take necessary measures to elimination of defects and violations in operation of the equipment and personnel.
Automated control systems
33. Automated control systems (further - ACS) provide the solution of tasks of production and technological, operational and dispatching and organizatsionnoekonomichesky management of power production. These tasks are assigned respectively on:
industrial control systems (further - industrial control system);
the automated systems of dispatching management (further - ASDU);
automated control systems for production (further - ASUP).
34. At each power plant, in each organization operating power network depending on local conditions, economic and production feasibility shall function industrial control system.
35. On control offices of the organizations operating power and thermal networks, the joint electric utility system (further - OES) and single electric utility system (further - EEC) shall function in ASDU.
36. In case of operation of ACS it is necessary to be guided by maintenance instructions of ACS.
Operational documentation, charts of the registering instrumentations, records of operational and dispatching negotiations and the output documents created by the ACS operational and information complex belong to documents of strict accounting and are subject to storage in accordance with the established procedure:
1) carriers with records of indications of the registering devices - 3 years;
2) records of operational negotiations in normal conditions - 90 days if specifying about prolongation of term does not arrive;
3) records of operational negotiations in case of accidents and other violations in work - the 12th month if specifying about prolongation of term does not arrive.
37. At power plants, in the organizations operating power and the OES and EEC thermal networks, ASUP which main objective is reliable and economic production management in market conditions shall function.
38. The choice of complexes of separate tasks of ACS on each power facility is determined proceeding from production and economic feasibility taking into account rational use of the available prototype project solutions, packets of application programs and opportunities of technical means.
39. Shall be part of complex of the ACS technical means:
1) means of collection and information transfer (information sensors, communication channels, telemechanics devices, data transmission equipment);
2) means of processing and display of information (COMPUTER, analog and digital devices, displays, seal devices, functional keyboard);
3) controls (controllers, executive automatic machines, electrotechnical equipment: relay, amplifiers of capacity);
4) auxiliary systems (uninterrupted power supply, air conditioning, automatic fire extinguishing).
40. Input of ACS in operation is made in accordance with the established procedure based on the act of inspection.
Trial operation lasting no more than 6 months can precede input of ACS in commercial operation. Creation and input of ACS in operation can be performed in one or two queues.
Acceptance of ACS in commercial operation is made upon completion of acceptance in commercial operation of all tasks provided for the entered queue.
41. Under the organization of operation of ACS official functions of structural divisions are determined by servicing of complex of technical means, the software by orders of heads of power facilities.
The list of the equipment serviced by each division with indication of borders of servicing affirms the technical lead of the corresponding power facility or the organization.
42. The divisions servicing ACS need to provide:
1) reliable operation of technical means, information and software of ACS;
2) representation according to the schedule to the relevant divisions of information processed in the COMPUTER;
3) effective use of computer facilities;
4) enhancement and development of management system, including implementation of new tasks, upgrade of the programs which are in operation, development of advanced technology of collection and preparation of initial information;
5) maintaining qualifiers of normative reference information;
6) the organization of information exchange with the ACS adjacent hierarchical levels;
7) development of the instructive and methodical materials necessary for functioning of ACS;
8) job analysis of ACS, its cost efficiency, timely submission of the reporting.
43. The service personnel on each ACS, except project and factory, needs to keep technical and operational documentation according to the list approved by the technical lead of power facility.
44. Maintenance and repair works on the ACS technical means are performed according to the approved schedules, the procedure for their conclusion in repair is determined by the approved provision.
45. The management of dispatching managements, power facilities needs to carry out the analysis of functioning of ACS, their efficiency, to exercise control of operation and to develop actions for development and enhancement of ACS and their timely modernization.
Metrological support
46. On each power facility the complex of the actions providing unity and required accuracy of measurements is carried out. The complex of actions for metrological support which is carried out by each power facility shall include:
1) timely representation in checking of the measuring instruments (further - the SI) which are subject to the state control and supervision;
2) work on calibration of the SI which are not subject to checking;
3) use of the certified techniques of accomplishment of measurements (further - MVI);
4) ensuring compliance of precision characteristics of the applied SI to requirements to the accuracy of measurements of technological parameters and metrological examination of the project documentation;
5) servicing, repair of the SI, metrological control and supervision.
47. On metrological support, control and supervision of their accomplishment metrological services of power facilities and the organizations or the divisions performing functions of these services shall exercise performance of works.
48. Equipment of SI power stations shall correspond to the project regulating documentation and specifications on delivery.
The amount of equipment of SI power stations provides control of technical condition of the equipment and the mode of its work; accounting of receipt and the expense of the resources developed, spent and released the electric power and heat; control of observance of safe working conditions and sanitary standards; control of environmental protection.
49. All SI, and also information and measuring systems (further - IIS) shall be in good repair and be in permanent readiness for accomplishment of measurements.
50. Before input in commercial operation, and also in use the capital equipment of power facilities, the IIS measuring channels including which are part of industrial control system and ASDU are exposed to checking and calibration.
51. Use in work of the not attorneys or not calibrated IIS including which are part of industrial control system and ASDU is not allowed.
52. All SI used as exemplary when carrying out checking and calibration of the SI and also the SI relating to control of parameters of the environment, work safety, used in case of accomplishment of transactions of commercial accounting (calculation) of electrical, heat energy, fuel and during the geodetic works are subject to checking. Any extension of the list of the SI which are subject to check is forbidden.
53. The list and frequency of checking of the SI, and also procedure for its carrying out determines authorized body by technical regulation and metrology.
The specific list of the SI which are subject to checking is constituted on each power facility and affirms the technical lead of power facility.
54. SI are timely represented in actual fact according to the schedules constituted by power facility and the signed contract with the accredited competent authority for rendering metrological services having the license for this work type.
55. All SI which are not subject to checking, but used on power facilities for control of reliable and economic operation of the equipment when carrying out adjustment, repair and research work are subject to calibration.
56. Frequency of calibration of the SI is established by metrological service of power facility based on the list of measuring instruments approved by authorized body on technical regulation and metrology.
57. Results of calibration of the SI make sure mark of the passport of the SI, the calibrating sign applied on the SI or the certificate on calibration, and also entry in operational documents.
58. On power facilities of measurement of technological parameters are performed according to the project.
59. The choice of the SI and their precision characteristics is performed on blueprint stage, on the basis of the existing state and industry regulating documents establishing requirements to the accuracy of measurement of technological parameters and MVI.
60. In use the power equipment in need of the organization additional (not provided by the project) measurements of technological parameters the choice of the SI is performed according to Items 55-57 of these rules.
61. The person on duty need to conduct the operational servicing of the SI determined by the solution of management of power facility or operational maintenance force of divisions.
62. The personnel of division performing functions of metrological service of power facility need to perform maintenance and repair of the SI.
63. Repair of primary locking bodies on perfect devices, need to carry out opening and installation of the narrowing and other devices for measurement of expense, protective sleeves of sensors of measurement of temperature the personnel repairing processing equipment, and acceptance - to the personnel performing functions of metrological service of power facility.
64. The personnel servicing the equipment on which SI are established need to ensure their safety and purity of external elements. About all violations in work of the SI it is reported to the division performing functions of metrological service of power facility.
65. Opening of the registering devices which are not connected with works on ensuring their normal record is allowed only to personnel of the division performing functions of metrological service of power facility, and the SI used for settling with the supplier or consumers - together with their representatives.
66. Metrological control is exercised by specialists of metrological services of governing bodies or legal entities.
67. The SI which are not subject to checking are calibrated in case of the release from production or repair, operation according to the procedure determined by the manufacturer, the owner or the consumer of these SI.
Safe engineering
68. All work on safe engineering and labor protection goes for creation of system of the organizational actions and technical means intended for prevention of impact on workers of dangerous production factors.
69. At the companies security guidelines of work are developed and affirm:
1) on separate employee categories (electric welders, machine operators, mechanics, electricians, laboratory assistants, cleaners);
2) on separate work types (works at height, mounting, adjustment, repair, carrying out testing).
70. Each worker needs to know and to strictly fulfill the safety requirements of work relating to the serviced equipment and labor organization on workplace.
71. The organization of work on safe engineering at the power companies shall correspond to industry regulations on work safety management system.
72. The common directorship is assigned by work on safe engineering to the first head (employer) of power facility.
1) it is necessary for Heads and officials of power facilities and the organizations:
2) to provide safe and healthy working conditions on workplaces, in production rooms and in the territory of power facilities and the organizations;
3) timely to organize training, examination, instructing of personnel, control for observance of requirements for safe engineering by it.
73. All personnel of power facilities, the organizations need to be trained practically in methods of rendering the first medical and extreme resuscitation aid, and also acceptances of first-aid treatment by the victim directly on site of incident according to requirements of PTB.
74. In each workshop of power plant, on substations, network sites, in laboratories and on other objects, and also in cars of mobile teams there shall be first-aid kits or bags of first aid with permanent inventory of medicines and medical means. All personnel of power facilities shall know the location of the next first-aid kit. In each division the order designates person responsible for its content.
The personnel need to be provided with overalls, special footwear and other individual protection equipment depending on nature of the performed works and it is permanent them to use in operating time.
Observance of ecological requirements
75. During the operation of power stations measures for the prevention or restriction of harmful effects on the environment of emissions of pollutants in the atmosphere and dumpings into water objects, noise, vibration, electric and magnetic fields and other harmful physical impacts, and also on reducing irretrievable losses and amounts of water consumption are taken.
76. The number of emissions of pollutants in the atmosphere shall not exceed regulations of maximum permissible emissions (limits), dumpings of pollutants into water objektynorm of the maximum permissible or temporarily approved dumpings.
Intensity of electric and magnetic fields shall not exceed maximum permissible levels of these factors, noise impact - regulations of sound equipment capacity.
77. Each thermal power plant and heating boiler room shall have the actions plan on decrease in harmful emissions in the atmosphere in case of the announcement of especially adverse, weather conditions approved with territorial administrations of environmental protection.
78. On each power facility actions for prevention of emergency and other volley emissions and dumpings of pollutants into the environment are developed.
79. Power facilities on which toxic waste are formed need to provide their timely utilization, neutralization and burial on specialized polygons, available local or regional administration. Warehousing or waste disposal in the territory of power facility are not allowed.
80. Operation of power stations with the devices which are not providing respect for the established sanitary standards and nature protection requirements is not allowed.
81. In case of operation of the capital and service equipment of power stations for the purpose of protection of water objects from pollution it is necessary to be guided by the ecological legislation.
82. Installations for cleaning and processing of the contaminated sewage are accepted in operation prior to prestarting cleaning of the heat power equipment.
83. In case of operation of the gas-purifying and dust removal equipment of power plants and heating boiler rooms it is necessary to be guided by regulations and requirements of the ecological legislation.
84. Power facilities need to control and consider the emissions and dumpings of pollutants, the water amounts which are taken away and dumped in water sources and also to control intensity electric and magnetic water in the sanitary protection zone of air-lines of electricity transmission.
85. For control of emissions of pollutants in the environment, amounts of the taken-away and dumped water each power facility is equipped with permanent automatic devices, and in case of their lack or impossibility of application direct periodic measurements and calculation methods are used.
Power networks are equipped with devices of measurement of intensity electric and magnetic water.
Territory
86. For providing proper operational and sanitary condition of the territory, buildings and constructions of power facility contain in good repair:
1) systems of removal of surface and ground waters from all territory, from buildings and constructions (drainages, piping, ditches, diversion channels);
2) mufflers of noise of exhaust pipelines, and also other devices and constructions intended for localization of sources of noise and decrease in its level to regulation;
3) networks of water supply system, sewerage, drainage, central heating, transport, gaseous and liquid fuel, hydraulic ash removal and their construction;
4) sources of drinking water, reservoirs and sanitary zones of protection of sources of water supply;
5) railway tracks and moving, highways, fire drives, entrances to fire hydrants, reservoirs and coolers, bridges, pedestrian roads, transitions;
6) against landslide, antilandslide, shore protection, antiavalanche and antimudstone constructions;
7) basic and working reference points and brands;
8) piezometers and control wells for observation of the mode of ground waters; complexes of technical means of protection (barriers, check-points, posts, service premises); systems of lightning protection and grounding.
Besides, gardening and improvement of the territory are systematically carried out.
87. The communications of water supply system, the sewerage, central heating hidden underground, and also gas pipelines, air ducts, cables in the closed territories are designated on the Earth's surface by indexes.
88. In the presence in the territory of power facility of the wandering currents electrochemical protection against corrosion of underground metal constructions and communications is provided.
89. Systematically and especially during rains supervision of condition of slopes, slopes, dredging is conducted and if necessary measures to their strengthening are taken.
90. In the spring all water taking away networks and devices are inspected and prepared for the omission of thawed snow; places of pass of cables, pipes, ventilating channels through walls of buildings are condensed, and the pumping-out mechanisms are brought to ready state to work.
91. At power plants control of the mode of condition of ground waters - water level in control wells (piezometers) is carried out:
