I. General provisions

1. These rules establish procedure for carrying out by federal executive bodies of assessment of the regulating impact of projects of regulatory legal acts (further - drafts of acts) and drafts of decisions of the Eurasian economic commission (further - drafts of decisions).

1(1). To assessment of the regulating impact according to Item 60 (1) Regulations of the Government of the Russian Federation approved by the order of the Government of the Russian Federation of June 1, 2004 No. 260 "About Regulations of the Government of the Russian Federation and Regulations on the Russian Government Office" (further - Regulations of the Government), Item 3 (1) Rules of preparation of regulatory legal acts of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation of August 13, 1997 No. 1009 "About approval of Rules of preparation of regulatory legal acts of federal executive bodies and their state registration" (further - Rules of preparation of regulatory legal acts), are subject:

the governing relations on collection of taxes and charges in the Russian Federation, the relations arising in the course of implementation of tax control, appeal of acts of tax authorities, actions (failure to act) of their officials;

the governing relations in the field of creation, reorganization and liquidation of legal entities and implementation of the activities by them;

the governing relations in the field of establishment, application and execution of mandatory requirements to products or the related design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization and utilization, to performance of works and rendering services;

the governing relations in the field of procedure and regulations of customs affairs in the Russian Federation;

the governing relations in the field of assessment of conformity, in the field of safety of production processes;

the governing relations in scope of measures of responsibility for violations of the law of the Russian Federation in specified in paragraphs the second - the eighth this subitem spheres;

b) the drafts of acts establishing requirements to implementation of powers of public authorities of subjects of the Russian Federation in objects of joint maintaining the Russian Federation and subjects of the Russian Federation and to implementation of powers of local government bodies.
