According to provisions of the Law on the government budget for 2013 No. 249 of November 2, 2012 and Article 8 of the Land code No. 828-XII of December 25, 1991 (repeated publication: The official monitor of the Republic of Moldova, 2001, No. 107, the Art. 817) DECIDES: the Government

1. Approve the List of the objects and the amounts of financing necessary for 2013 for accomplishment of the Actions plan on implementation of the Program of preserving and increase in fertility of soils for 2011-2013 it (is applied).

2. Permit the Agency of land relations and inventory:

perform for 2013 in coordination with the Ministry of Finance redistribution of amounts of works on the objects included in the specified List proceeding from amounts of actually performed works and within the provided money;

provide advance payment to contract organizations in the amount of 10% of the money provided the current year for the corresponding objects.

3. To the agency of land relations and inventory to inform the Government till January 15, 2014 on implementation of this resolution.

The list of objects and the amounts of financing for 2013, necessary for accomplishment of the Actions plan on implementation of the Program of preserving and increase in fertility of soils for 2011-2013

I. Determination of problem

Soils are the main natural resource and national wealth of the Republic of Moldova on which use 75% of national economy are based. In the last decades there is continuous process of degradation of soils owing to activities of the person, reduction of the areas of protective forest belts, destructions of antierosion hydraulic engineering constructions and natural cataclysms that leads to considerable reducing productivity of soils. Now erosive processes of different degree cover more than 900 thousand hectares of farmlands. Considering stated, acceptance of urgent measures on protection and improvement of the degraded soils is necessary.

II. Specific objectives

The purpose and the main objectives consist in antierosion protection of soils, improvement and development of the degraded and bald-headed soils, drainage of the rehumidified lands. The Governments provided in the Program of activities "The European integration are included in the List for accomplishment of task: Freedom, Democracy, the Welfare" for 2009-2013 in the field of development of the degraded lands. The list determines necessary actions and costs for their implementation.

III. Measures which need to be undertaken

Improvement of the situation in the field requires accomplishment of the following events: cleaning of the silted drying channels; construction and reconstruction of hydraulic engineering constructions of antierosion ponds and drainage of lands closed and opened drenazhy; construction of water guides and water-retaining shaft; layout and fixing of ravines; construction of concrete and fascin dams; recultivation of pits; stabilization of landslide processes; landing and reconstruction of protective forest belts; stubbing of long-term plantings; cleaning of beds of the small rivers; development of the design estimates and research works.

IV. The expected results

Cleaning of the silted drying channels and drainage of the rehumidified lands will allow to return significant areas of lands to agricultural turnover. The cleared channels will lower the level of ground waters therefore apartment houses and other constructions in many settlements will be protected from flooding and flooding, and agricultural areas - from bogging. The construction of ponds will allow to protect settlements and farmlands from floods, and also will give the chance to irrigate adjacent acreage. Fixing of the ravines which are formed on farmlands will lead to increase in the field areas, and also their more intensive use. V. Indicators of progress and effectiveness

The indicators of progress and effectiveness included in the List of objects and the amounts of financing for 2013, necessary for accomplishment of the Actions plan on implementation of the Program of preserving and increase in fertility of soils for 2011-2013 is the following: drainage of the rehumidified lands on the area of 470 hectares; cleaning of the silted channels with km 8,5 extent; cleaning of beds of the small rivers (Bull, Botna, Kogylnik, Ishnovets, Longguca) with km 6,7 extent; construction of 12 antierosion ponds and ponds-kopaney with total area of water surface of 70 hectares and with a possible area of irrigation of 800 hectares, protection against erosion of 500 hectares of lands, against flooding of 1500 hectares; stubbing of long-term plantings on the area of 450 hectares; development of the design estimates of antierosion actions on 17 objects.

VI. Procedures of the reporting

The agency of land relations and inventory till January 15, 2014 will inform the Government on accomplishment of the specified tasks.
