1. Approve:

Regulations on procedure for functioning of the state higher educational institutions in the conditions of financial autonomy according to appendix No. 1;

The list of higher educational institutions which will be effective in the conditions of financial autonomy since January 1, 2013, according to appendix No. 2.

2. Establish transition period throughout 6 financial years (2013-2018). To the profile ministries during transition period to distribute assignments to subordinated higher educational institutions for the provided educational services on the basis of the agreements of public purchases signed according to procedures of negotiations without preliminary publication of the announcement on participation.

3. Ceased to be valid according to the Order of the Government of the Republic of Moldova of 13.08.2014 No. 651

4. To the Ministry of Finance to transfer to bank accounts of the higher educational institutions balance in cash formed as a result of rendering paid services, leasing of property of public property and also due to donations and grants, as of December 31, 2012.

5. To the profile ministries in 3-month time to bring the regulations into accord with this resolution.
