About introduction of amendments to articles 14 and 19 of the Federal law "About Social Protection of Disabled People in the Russian Federation"

1) in Article 14:

a) the second to state part in the following edition:

"The Russian sign language is recognized communication language in the presence of hearing disorder and (or) the speech, including spheres of oral use of state language of the Russian Federation. The system of subtitling or sign language translation of television programs, film and videos is entered. Transfer of the Russian sign language (sign language translation, тифлосурдоперевод) is performed by the translators of the Russian sign language (signers, tiflosurdoperevodchik) having the corresponding education and qualification. The procedure for provision of services is determined by transfer of the Russian sign language (sign language translation, tiflosurdoperevod) by the Government of the Russian Federation.";

b) in word part three "services in sign language translation," shall be replaced with words "services in sign language translation, tiflosurdoperevod,";

c) add with part four of the following content:

"Public authorities and local government bodies create conditions in subordinated organizations for receipt by hard of hearing persons of services in transfer with use of the Russian sign language.";

d) add with part five of the following content:

"Preparation, advanced training and occupational retraining of teachers and translators of the Russian sign language, development of the Russian sign language are provided.";
