1. Determine that regulation of costs for rendering housing and communal services is performed on the basis of progressive regulations and standard rates of expenditure fuel and energy, material and manpower taking into account implementation modern power - and resource-saving technologies and materials, optimization of number of personnel and expense reduction on rendering housing and communal services without deterioration in their quality.
To provide to the state committee on standardization, the Ministry of Economics, the Ministry of Housing and Public Utilities, the Department of Energy, regional executive committees, the Minsk Gorispolkom implementation of the requirement stated in parts one of this Item, and tough control of its observance.
2. Make additions and change to the following resolutions of Council of Ministers of the Republic of Belarus:
