1. In Article 2:
1 after words of "the subject of the Russian Federation" to add part with words ": on one from legislative (representative) and from the executive subject of the Russian Federation of public authorities";
add with parts 3 and 4 of the following content:
"3. Granting of power to the member of the Federation Council is performed by relevant organ of the government of the subject of the Russian Federation on the basis of declaration of will of voters of this subject of the Russian Federation.
4. Granting of power to the member of the Federation Council is performed respectively by legislative (representative) public authority of the subject of the Russian Federation of new convocation and the newly elected management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) for term of office of the specified public authority of the subject of the Russian Federation.".
2. To state part 3 of Article 3 in the following edition:
"3. The Federation Council is created and structured by the nonparty principle. Members of the Federation Council do not create fractions and party associations.".
