About some questions of service in customs authorities of the Republic of Kazakhstan

1. Approve:

1) Rules of service by the employees who are at the disposal of customs authorities of the Republic of Kazakhstan according to appendix 1 to this order;

2) Rules of the organization of professional office and physical training in customs authorities of the Republic of Kazakhstan according to appendix 2 to this order;

3) Rules and conditions of passing of testing, and also threshold values for categories of positions of customs authorities of the Republic of Kazakhstan which gives the special ranks and limiting special ranks corresponding to them according to appendix 3 to this order;

4) Rules of application of types of encouragement to the employee of customs authority of the Republic of Kazakhstan and assignment of extraordinary special ranks to the employee of customs authority of the Republic of Kazakhstan according to appendix 4 to this order;

5) Rules and conditions of attraction to disciplinary responsibility of the employee of customs authority of the Republic of Kazakhstan according to appendix 5 to this order.

2. To the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan (Esenbayev M. T.) provide in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days from the date of state registration.

Appendix 1

Rules of service by the employees who are at the disposal of customs authorities of the Republic of Kazakhstan?

1. These rules of service by the employees who are at the disposal of customs authorities of the Republic of Kazakhstan (further - Rules) are developed according to item 4 of article 46-1 of the Law of the Republic of Kazakhstan of January 6, 2011 "About law-enforcement service" (further - the Law) and determine procedure for service by the employees who are at the disposal of customs authorities of the Republic of Kazakhstan (further - the order).

2. The bases of transfer of the employee in the order 2 articles 46-1 of the Law are stipulated in Item.

3. Dismissal and transfer of the employee in the order is drawn up by the order of the Minister of Finance of the Republic of Kazakhstan or the head of customs authority who appoint and dismiss the employee, for the term which is not exceeding fifteen calendar days.

In cases of impossibility of the solution of question of appointment of the employee in type of prolongation of term of holding organizational and regular actions, lack of vacant position, and also other exceptional cases, this term is prolonged by the order of the Minister of Finance of the Republic of Kazakhstan or the head of customs authority up to two months.

For the employee enlisted in the order monetary pay on the last position remains.

4. The order on transfer in the order appears to the employee under list, within three working days from the date of its edition. Along with the order the employee enlisted in the order signs the receipt on acquaintance with Rules of service by the employees who are at the disposal of customs authorities of the Republic of Kazakhstan in form according to appendix 1 to these rules.

5. The personnel division of customs authority in which the employee is at the disposal keeps the corresponding account of specified persons in the magazine of registration of the employees who are at the disposal in form according to appendix 2 to these rules.
