About modification of the Procedure for use of the means provided in the government budget for development of physical culture, elite sport and reserve sport

The Cabinet of Ministers of Ukraine decides:

Bring in the Procedure use of the means provided in the government budget for development of physical culture, elite sport and reserve sport, No. 152 approved by the resolution of the Cabinet of Ministers of Ukraine of February 29, 2012 (The Official Bulletin of Ukraine, 2012, No. 17, the Art. 614, No. 45, the Art. 1752, No. 83, the Art. 3353), changes which are applied.

Changes which are made to the Procedure for use of the means provided in the government budget for development of physical culture, elite sport and reserve sport

1. In Item 3:

1) to add Item with subitem 4-1 of such content:

"4-1) ensuring activities of the state institution "State Center of the Olympic Preparation for Biathlon" (dalshegosudarstvenny institution) (compensation of workers, acquisition of invaluable objects, materials, official journeys within Ukraine, lease of rooms, sports constructions and the equipment, payment of utilities and energy carriers, transport services and content of vehicles, carrying out running repair of rooms and maintenance of the equipment, advanced training of personnel in educational institutions, fee of mail, cable and telephone communication, use of the Internet, customs clearance of the goods acquired at nonresidents, banking services and services in information processing, insurance of rooms, ensuring their protection, in particular servicing of the security and fire alarm, installation and servicing of the software, fee on reloading of cartridges, toners payment for participation of workers in short-term seminars which are held in Ukraine, implementation of obligatory payments in the budget), carrying out by the state institution of educational and training work with the athletes enlisted in its structure in accordance with the established procedure including ensuring their participation in All-Ukrainian competitions (food, accommodation of athletes and trainers, acquisition of medicines and products of medical appointment, sportswear and footwear, sports equipment of individual use according to the Regulations on the center of the Olympic preparation approved by the resolution of the Cabinet of Ministers of Ukraine of September 7, 2011 No. 948 (The Official Bulletin of Ukraine, 2011, No. 69, the Art. 2633), and also necessary for carrying out educational and training operation of the equipment and stock of long-term use, vehicles);";

2) in subitem 10 of the word "acquisition of the sports equipment and stock of long-term use for bases" shall be replaced with words "acquisition by bases of the equipment and stock of long-term use first of all of the sports appointment necessary for ensuring their proper functioning";

3) to add Item with the paragraph of such content:

"Budgetary funds which arrived in special fund of the government budget due to assignment of the means received from carrying out the state lotteries go for implementation of actions in the field of sport, including financial provision of the state subjects to the Olympic preparation determined by subitems 1 and 10 and the paragraph the second subitem 5 of this Item.".

2. In item 4:

Paragraph two after words of "accessories of general and special purpose" to add 1) with words "which are acquired by managers of budgetary funds of the lowest level and receivers of budgetary funds,";

"4-1. The direction of budgetary funds for carrying out uchebnotrenirovochny collection of the national team of team abroad can be performed on reasonable representation to the relevant national sports federation only in case:

absence in the territory of Ukraine bases for training of team by the national team in the corresponding sport;

absence in the territory of Ukraine of necessary weather conditions during educational training camp;

need of holding final educational training camp on preparation for the championship, cup (stage, the final) of the world, Europe on sports constructions with the available sports equipment and stock according to international standards, requirements of the international sports organizations, in climatic conditions which answer or is as close as possible to in what the corresponding international competitions are held.

The business trip of the national team of team for participation in uchebnotrenirovochny collection is abroad performed based on the specification constituted by the head coach of the national team of team and approved by the executive in charge of the budget program in coordination with the relevant national sports federation. The form of the specification on holding educational training camp of the national team of team abroad affirms the main manager of budgetary funds.

Budgetary funds can be allocated:

on ensuring participation of the national team of team in the international competitions which are held abroad - in case such competitions are included in the schedule of actions of the international (European) sports federation;

on the organization and holding the international competitions in the territory of Ukraine - in case such competitions are included in the schedule of actions of the international (European) sports federation, and in the presence of the decision of the executive in charge of the budget program about provision of consent to holding the specified international competitions in the territory of Ukraine.".

4. In Item 7:

Subitem 4-2 after the words "to sports" to add 1) with the words "or are not connected with ensuring proper functioning of base";

2) to add Item with subitems 4-3 and 4-4 of such content:

"4-3) carrying out by bases new works on capital repairs or to reconstruction of buildings and constructions in case of availability of incomplete works on other buildings and sports constructions for which carrying out budgetary funds in the previous budget periods, and lack of the means necessary for their completion during the current budget period were allocated;

4-4) carrying out educational and training cathedrals of the national teams of teams abroad, the international competitions in the territory of Ukraine, business trip of the national team of team for participation in the international competitions which are held abroad, without observance of requirements of Item 4-1 of this Procedure;";
