About modification of the order of the Government of the Russian Federation of December 28, 2006 No. 817 and recognition voided separate acts of the Government of the Russian Federation
The government of the Russian Federation decides:
1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of December 28, 2006 N 817 "About the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad" (The Russian Federation Code, 2007, N 1, by Art. 273; N 27, of Art. 3290; 2010, N 30, Art. 4101).
2. Determine that the forms of the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad made before entry into force of this resolution are used to their complete expenditure along with the forms of the certificate made on sample in edition of this resolution.
3. Recognize invalid:
Item of 3 changes which are made to the order of the Government of the Russian Federation of December 28, 2006 N 817, approved by the order of the Government of the Russian Federation of June 25, 2007 N 403 "About the organization of work with the compatriots living abroad and wishing to move voluntarily to the Russian Federation" (The Russian Federation Code, 2007, N 27, the Art. 3290);
Item of 3 changes which are made to the order of the Government of the Russian Federation of December 28, 2006 N 817, of the compatriots approved by the order of the Government of the Russian Federation of July 15, 2010 N 528 "About approval of the Regulations on issue in the territory of the Russian Federation of the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation living abroad and about modification of the order of the Government of the Russian Federation of December 28, 2006 N 817" (The Russian Federation Code, 2010, N 30, by the Art. 4101).

¦ Участнику Государственной программы выдается свидетельство¦
¦установленного образца сроком на три года. По истечении срока действия¦
¦свидетельства соотечественник теряет статус участника Государственной¦
¦программы, а члены его семьи, указанные в свидетельстве, - статус членов¦
¦семьи участника Государственной программы. ¦
¦ Участник Государственной программы и члены его семьи имеют право... на¦
¦получение разрешения на временное проживание вне квот, вида на¦
¦жительство, а также на приобретение гражданства Российской Федерации в¦
¦упрощенном порядке в соответствии с законодательством Российской¦
¦Федерации о гражданстве Российской Федерации... ¦
¦ Аннулирование свидетельства участника Государственной программы,¦
¦добровольный отказ от статуса участника Государственной программы или от¦
¦статуса члена семьи участника Государственной программы, а также выезд¦
¦участника Государственной программы и (или) членов его семьи на¦
¦постоянное место жительства из субъекта Российской Федерации,¦
¦определенного свидетельством участника Государственной программы, ранее¦
¦чем через два года со дня въезда на территорию Российской Федерации¦
¦влечет за собой взыскание понесенных государством затрат, связанных с¦
¦выплатой подъемных, компенсацией транспортных расходов, а также¦
¦расходов, связанных с оформлением документов, определяющих правовой¦
¦статус на территории Российской Федерации, в порядке, определяемом¦
¦Правительством Российской Федерации. ¦

3. In the description of the form of the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad approved by the specified resolution:
a) in the offer the first Item 2 to replace figure "8" with figures "12";
b) in Item 3 of figure "1 - 8" to replace with figures "1 - 12";
c) state Items 6 and 7 in the following edition:
"6. On the page 2 covers of the form of the certificate are given the text of extraction from the State program of the following content:
"To the participant of the State program the standard certificate for a period of three years is granted. After certificate effective period the compatriot loses participant status of the State program, and the members of his family specified in the certificate - the status of members of the family of the participant of the State program.
The participant of the State program and members of his family have the right... on receipt of permission to temporary residence out of quotas, the residence permit, and also for acquisition of citizenship of the Russian Federation in the simplified procedure in accordance with the legislation of the Russian Federation about citizenship of the Russian Federation...
Cancellation of the certificate of the participant of the State program, voluntary refusal of participant status of the State program or of the status of the member of the family of the participant of the State program, and also departure of the participant of the State program and (or) members of his family on the permanent residence of the subject of the Russian Federation determined by the certificate of the participant of the State program, earlier than in two years from the date of entrance on the territory of the Russian Federation involves collection of the costs incured by the state connected with payment lifting, compensation of transportation expenses, and also the expenses connected with document creation, determining legal status in the territory of the Russian Federation, according to the procedure, determined by the Government of the Russian Federation.".
7. On page 1 of the form of the certificate the text is placed: Russian Federation, is located the imprinted image of the State Emblem of the Russian Federation below (on board) silvery color. Under the image of the State Emblem of the Russian Federation in the center the text is located: "The certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad".
In the lower part the text is placed: "The certificate contains 12 pages".";
d) in Item 9:
in the offer the first paragraph one to replace figure "6" with figure "9";
third - to state paragraphs to the sixth in the following edition:
"on pages 3 and 4 - "Marks about payments and compensations (compensation for expenses on moving)";
on page 5 - "Marks about payments and compensations (monthly allowance in the absence of the income from the labor, entrepreneurial and other not prohibited by the legislation to the Russian Federation activities during the period before acquisition of citizenship of the Russian Federation)";
on pages 6 and 7 - "Marks about payments and compensations (compensation for expenses on payment of the state fee for document creation, the immigrants determining legal status in the territory of the Russian Federation)";
on pages 8 and 9 - "Marks about payments and compensations (lifting)".";
e) state Item 10 in the following edition:
"10. Pages 10 and 11 of the form of the certificate are intended for introduction of information about members of the family of the owner of the certificate. In the upper part of pages parallel to bend with orientation on the center the text is placed: "Data on family members".
Below the table consisting of 4 columns (from left to right) is located: "N of payment order", "Surname, name, middle name", "Birth date", "Relationship degree". If there are not enough lines for introduction of data on the family members moving together with the participant of the State program they are brought on any other page of the form of the certificate, at the same time in the bottom of page 11 the text is placed: "see p.".";
e) in Item 11:
in paragraph one:
replace figure "8" with figures "12";
after the words "about issue" to add with the words "and about the termination of effective period";
add paragraph two with words ", "Expiry date";
g) add with Item 13 of the following content:
"13. For increase in safety of the data containing personal data, and photos and also for the purpose of protection against falsification the page 3 covers of the certificate are protected by the laminating film.".
4. In Rules of filling, replacement, accounting and storage of the certificate of the participant of the State program on rendering assistance to voluntary resettlement to the Russian Federation the compatriots living abroad, approved by the specified resolution:
a) to state the subitem "v" of Item 2 in the following edition:
"c) diplomatic representations and consular establishments of the Russian Federation;";
b) to state the subitem "g" of Item 11 in the following edition:
"d) date of issue and expiry date of the certificate;";
c) to state the subitem "v" of Item 12 in the following edition:
"c) about payment of lifting;";
d) Item 19:
the offer second of paragraph one after the words "in black-and-white" to add with the words "or in color";
add with the subitem "d" of the following content:
"e) loss by the member (members) of family of the participant of the State program of the status of the member (members) of family of the participant of the State program.";
e) add Item 21 with the paragraph of the following content:
"In case of issue of the new certificate in connection with its replacement effective period of earlier granted certificate is not prolonged.";
e) add Item 23 with subitems "z" and "i" of the following content:
"h) cancellation of the certificate;
i) replacement of the certificate in the cases provided by subitems "a", "v" and "d" of Item 19 of these rules.";
g) in Item 24 of the word" (except loss case)" shall be replaced with words "(except cases of loss or finding of the owner of the certificate outside the Russian Federation)";
h) in Items 26, to replace the 28 and 30 figure "8" with figures "12";
i) to add Item 31 after the words "Data on Issue" with words ", and also about cancellation";
j) in Item 36 of the word of "factory of Goznak" shall be replaced with words "the manufacturer having the license for production and realization of the printed material protected from counterfeits";
k) "requirements and" to add Item 38 after words with the word "(or)";
l) to state paragraph two of Item 39 in the following edition:
"In case of shortage, excesses of forms or detection of defective forms of the certificate (absence or damage of the printing text, availability of the duplicated numbers which are not stitched or incorrectly stitched pages, pages with slanted font in the text, discrepancy to numbers specified in accompanying documents or on the marking labels (labels) of the manufacturer having the license for production and realization of the printed material protected from counterfeits placed on packs) the statement in 2 copies is drawn up. The first copy of the act with appendix of packagings and marking labels (labels) of the manufacturer having the license for production and realization of the printed material protected from counterfeits, and also defective forms of the certificate goes to the Federal Migration Service, the second copy forms the basis for write-off of forms of the certificate on register of receipt of certificates and issues to their citizens.".
