According to item 4 of article 9-1 of the Law of the Republic of Kazakhstan of November 27, 2000 "About ministerial procedures" and the order of the Government of the Republic of Kazakhstan of September 5, 2012 to No. 1153 "About approval of standards of the state services of the Ministry of Transport and Communications of the Republic of Kazakhstan in the field of transport control and modification and amendments in some decisions of the Government of the Republic of Kazakhstan", I ORDER:

1. Approve the enclosed regulations of the state service "Issue of the International Certificate of Technical Inspection".

2. (Abishev B. Sh.) in the procedure established by the legislation to provide to committee of transport control of the Ministry of Transport and Communications of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after its state registration in the Ministry of Justice of the Republic of Kazakhstan official publication in mass media and placement on official Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Absattarov K. B.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of the International Certificate of Technical Inspection"

1. General provisions

1. These regulations of the state service "Issue of the International Certificate of Technical Inspection" (further - Regulations) are developed according to the subitem 6) of Article 7-1, article 19-1 of the Law of the Republic of Kazakhstan of July 15, 1996 "About traffic safety", the standard of the state service "Issue of the International Certificate of Technical Inspection" (further - the Standard) approved by the order of the Government of the Republic of Kazakhstan of September 5, 2012 No. 1153 "About approval of standards of the state services of the Ministry of Transport and Communications of the Republic of Kazakhstan in the field of transport control and modification and amendments in some decisions of the Government of the Republic of Kazakhstan".

2. In these Regulations the following concepts are used:

1) the receiver of the state service (further - the receiver) - physical person or legal entity;

2) structurally functional units (further - SFE) - responsible persons of authorized bodies, structural divisions of state bodies, state bodies, information systems or subsystems which participate in process of rendering the state service.

3. The state service "Issue of the International Certificate of Technical Inspection" (further - the state service) appears territorial authorities of Committee of transport control of the Ministry of Transport and Communications of the Republic of Kazakhstan (daleeupolnomochenny body) through the Republican state company "Service Center of the Population" of Committee on control of automation of the state services and coordination of activities of service centers of the population of the Ministry of Transport and Communications of the Republic of Kazakhstan (further - TsON).

4. Form of the rendered state service: not automated.

5. The state service is rendered on the basis:

1) the subitem 6) article 7-1, of article 19-1 of the Law of the Republic of Kazakhstan of July 15, 1996 "About traffic safety";

2) Standard.

6. Issue of the international certificate, duplicate of the international certificate or motivated answer about refusal in provision of the state service on paper is result of the rendered state service.

7. The state service is paid.

8. In the course of provision of the state service other state bodies do not take part.

2. Requirements to procedure for rendering the state service

9. The state service is rendered in buildings of TsON in the place of residence of the receiver of the state service.

10. The state service is provided daily Monday through Saturday inclusive, except for days off and holidays, according to the established working schedule from 9:00 to 20:00 o'clock without interruption.

Acceptance is performed according to the procedure of "electronic" queue, without making an appointment and the accelerated servicing.

11. The complete information about procedure for rendering the state service and necessary documents, and also models of their filling are located:

1) on Internet resource of the Ministry of Transport and Communications of the Republic of Kazakhstan: www.mtc.gov.kz (in the subsection "State Services" of the Section "Committee of Transport Control");

2) on the TsON Internet resource to the address www.con.gov.kz;

3) at the stands located in buildings of TsON;

4) in the Call-center 1414.

12. For receipt of the state service the receiver submits documents according to Item 11 of the Standard.

13. Terms of rendering the state service are established in Item 7 of the Standard.

14. In issue of the state service refuses in cases, stipulated in Item 16 Standards.

15. Stages of rendering the state service from the moment of the address of the receiver before issue of result of the state service to it:

1) the receiver files documents to TsON, stipulated in Item 11 Standards;

2) the worker of TsON carries out registration of the documents provided by the receiver;

3) the employee of accumulative department of TsON transfers documents, to authorized body.

The fact of sending document package from TsON to authorized body is fixed by means of the barcode scanner allowing to monitor movement of documents in the course of rendering the state service;

4) the employee of office of authorized body within one working day from the date of receipt of documents in authorized body, carries out registration of the received documents, and submits the head, or his deputy;

5) after consideration the head, or his deputy of authorized body within one working day from the date of receipt of documents in authorized body, submits documents to the head of department of control on transport and communication complex of authorized body;

6) the head of department of control on transport and communication complex of authorized body within one working day from the date of receipt of documents in authorized body, considers the submitted documents on compliance to qualifying standards, and submits the specialist of inspection department on transport and communication complex of authorized body;

7) the specialist of inspection department on transport and communication complex of authorized body considers them on compliance to qualifying standards, and prepares for issue the international certificate or the duplicate of the international certificate within two working days, from the date of receipt of documents in authorized body.

The motivated answer about refusal in provision of the state service is prepared on paper within one working day, from the date of receipt of documents in authorized body;

8) after consideration the specialist of inspection department on transport and communication complex of authorized body directs to signing to the head or person of authorized body authorized on signing the international certificate or the duplicate of the international certificate, or the motivated answer about refusal in provision of the state service on paper within one working day, from the date of receipt of documents in authorized body;

9) the head of authorized body or person authorized on signing signs the international certificate or the duplicate of the international certificate, within two working days, from the date of receipt of documents in authorized body.

The motivated answer about refusal in provision of the state service within one working day, from the date of receipt of documents to authorized body also sends to office of authorized body;

10) the employee of office of authorized body sends result of rendering the state service to TsON.

In case of acceptance of ready result of the state service from authorized body, TsON fixes the arrived documents by means of the Barcode scanner;

11) the worker of TsON issues result of the state service to the receiver: the international certificate or the duplicate of the international certificate, or the motivated answer about refusal in provision of the state service.

16. The minimum quantity of persons performing documents acceptance for rendering the state service in TsON is constituted by one employee.

3. The description of actions (interaction) in the course of rendering the state service

17. Documents acceptance is performed by means of "barrier-free servicing".

In case of delivery of the documents specified in Item 11 of the Standard for receipt of the state service the receipt on acceptance of the relevant documents is issued to the receiver with indication of:

1) numbers and dates of acceptance of request;

2) type of required state service;

3) quantity and names of the enclosed documents;

4) date (time) and places of issue of documents;

5) surnames, name, middle name of the worker of TsON which adopted the statement on document creation.

18. In the course of rendering the state service the following SFE are involved:

1) worker of TsON;

2) employee of accumulative department of TsON;

3) employee of office of authorized body;

4) head of authorized body;

5) the head of department of control on transport and communication complex of authorized body;

6) the specialist of inspection department on transport and communication complex of authorized body;

7) courier.

19. The text tabular description of the sequence and interaction of administrative actions (procedures) of each SFE with indication of the term of accomplishment of each administrative action (procedure) are given in appendix 1 to these Regulations.

20. The scheme of interaction between the logical sequence of administrative actions in the course of rendering the state service and SFE is given in appendix 2 to these Regulations.
