1. This Procedure determines the mechanism of use of the means provided in special fund of the government budget for the program "Creation and distribution of national movies, financial support of the state company "National Center of Alexander Dovzhenko" for creation and distribution of national movies (further - budgetary funds).
2. The main manager of budgetary funds is the Ministry of culture, the manager of budgetary funds of the lowest level and the executive in charge of the budget program - State cinema.
Receivers of budgetary funds are the companies, organizations and the organizations determined in the procedure for Ministry of culture established by the legislation by representation of State cinema taking into account experience of work on the corresponding profile at least a year, the sufficient financial plan the current year and lack of overdue debt on salary payment, tax payments, charges (obligatory payments) in the budget.
