About introduction of temporary quantitative restriction on import of ozone-depleting substances to the Russian Federation

According to article 8 of the Agreement on procedure for introduction and application of the measures affecting foreign trade in goods on single customs area concerning the third countries of June 9, 2009 and for the purpose of ensuring accomplishment of obligations of the Russian Federation under the Vienna convention on protection of ozone layer of March 22, 1985 and to the Montreal protocol on the substances destroying ozone layer of September 16, 1987. The government of the Russian Federation decides:

1. Establish from July 1 to December 31, 2013 quantitative restriction (quota) for import to the Russian Federation of the ozone-depleting substances specified in group I of the list C of Section 2.1 of the Single inventory to which prohibitions or import restrictions or export by state members of the Customs union within the Eurasian economic community in trade with the third countries approved by the Decision of Board of the Eurasian economic commission of August 16, 2012 N 134 "About regulatory legal acts in the field of non-tariff regulation" according to appendix are applied (further - ozone-depleting substances).

2. Determine that distribution of amounts of ozone-depleting substances is performed between the participants of foreign trade activity who gave in accordance with the established procedure till June 1, 2013 to Federal Nature Management Supervision Service of the statement for import of ozone-depleting substances (further - applicants), in proportion to amounts of the ozone-depleting substances imported by these applicants in 2008 - 2012.
