According to Items 3, of 7, of the 14th order of the Government of the Republic of Kazakhstan "About the State system of the prevention and liquidation of emergency situations" of August 28, 1997 1298, we ORDER to No.:

1. Approve the enclosed Rules on the organization of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan.

2. To impose control of execution of this order on the corresponding deputies of the central executive bodies of the Republic of Kazakhstan.

3. This order becomes effective from the date of signing.

Rules on the organization of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan

1. General provisions

1. These rules determine the organization, the main objectives and procedure for functioning of Network of observation and laboratory control of Civil defense of the Republic of Kazakhstan (further - SNLK).

2. The common directorship and coordination of actions of SNLK is performed according to the legislation by authorized body in the field of emergency situations of natural and technogenic nature.

3. Participation in urgent emergency recovery operations on object and the territory, injured emergency situations, is not included into competence SNLK.

Note:

1. In these rules observation is understood as investigation method, permanent monitoring, including online, providing timely detection of infectiousness (impurity) of objects of the environment, food, food and fodder raw materials, drinking water with radioactive materials (further - RV), by toxic agents (further - OV), strong toxic agents (further - SDYaV) and biological (bacteriological) agents (further - OH) by means of technical means.

2. Laboratory control is understood as detection in tests of objects of the environment, food, food and fodder raw materials, drinking water, clinical material of the required agent (for OH - after carrying out specific indication).

3. Indication is understood as the complex of actions allowing to confirm the fact of infection (pollution) of RV, OV, SDYaV, BA and to determine their type.

2. Structure of observation and laboratory control

4. Observation and laboratory control will be organized and carried out for the purpose of:

timely detection and indication of radioactive, chemical, biological (bacteriological) infection (pollution) of drinking water, food and fodder raw materials, food, the environment (air, the soil, water, vegetation) in case of emergency situations peace and wartime;

the emergency informing governing bodies, civil defense forces and emergency situations and the population about the place, time and scale of infection (pollution) of RV, OV, SDYaV, BA, taking measures to protection of the population.

5. The structure of SNLK is given in appendix 1 to these rules.

6. The structure of SNLK is given in appendix 2 to these rules.

7. The list of the research establishments of the Republic of Kazakhstan entering into structure of SNLK is given in appendix 3 to these rules.

8. Coordination of activities of SNLK of regional, district (city), object level is performed by territorial authorities of authorized body in the field of emergency situations of natural and technogenic nature together with territorial subdivisions of the ministries and departments.

9. Territorial authorities of authorized body in the field of emergency situations of natural and technogenic nature coordinate activities, included in SNLK in the subordinated territory:

1) under the organization and carrying out monitoring of the environment, collection, generalization and the analysis of this situation;

2) in case of liquidation of emergency situations peace and wartime;

3) on interaction with specialized agencies of the Ministries of Defence, internal affairs and Committees of homeland security, customs control of the Republic of Kazakhstan.

3. Main objectives of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan

10. To the Ministry of environmental protection of the Republic of Kazakhstan it is assigned:

1) measurement of capacity of doses of radioactive radiation on the area around arrangement of organizations (meteoplatforms, stations);

2) determination of infectiousness of atmospheric air, water (open reservoirs) and area of OV and SDYaV;

3) determination impact of radioactive pollution, chemical environment pollution;

4) determination of specific and volume activity of radionuclides in environment objects;

5) establishment of radionuclide structure of the researched tests;

6) implementation of sampling of air, aerosols from ground layer of the atmosphere, water of open reservoirs;

7) providing with meteorological data of SNLK organization of other ministries and departments.

11. To the Ministry of Health of the Republic of Kazakhstan it is assigned:

1) participation in development and holding actions for ensuring laboratory control and examination of food, drinking water and food raw materials on infectiousness causative agents of infectious diseases (with issue of the conclusion), and also rendering the methodical help of sanitarnoepidemiologichesky supervision to SNLK organizations in emergency situations peace and wartime;

2) participation in development of methods of identification and assessment of radioactive pollution (infection) and indication of OV, SDYaV and BA in environment objects, food, drinking water, food raw materials, and also in the materials taken from patients and corpses of people.

3) carrying out sanitary and epidemiologic investigation (radiation, chemical and bacteriological) in the serviced territory and in the centers of mass defeat by forces created based on sanitary and epidemiologic examination of forming (groups of epidemiological investigation, sanitarnoepidemiologichesky groups, etc.);

4) implementation of identification of the allocated strains of microorganisms and toxins;

5) measurement of capacity of doses of radioactive radiation on the area around arrangement of organizations (the subordinated organizations);

6) determination of specific and volume activity of radionuclides in tests of food, drinking water and food raw materials on controlled objects;

7) establishment of type of microbiological means, fighting compoundings and infectious diseases (activators) in military and peace time;

8) research of the tests which are selected from the environment, food, drinking water and food raw materials on infectiousness by the known activators;

9) sampling from the environment, food, the drinking water and food raw materials infected with RV, OV, SDYaV, BA, and ensuring transportation and conducting sanitary and epidemiologic examination of the selected tests in the organizations of sanitary and epidemiologic service.

10) training of specialists of SNLK.

12. To the Ministry of Agriculture of the Republic of Kazakhstan it is assigned:

1) development of recommendations of identification, assessment and indication of RV, OV, SDYaV and BA in food, drinking water, food and fodder raw materials, and also in the materials taken from patients and corpses of animals and birds;

2) carrying out veterinary investigation;

3) performing laboratory diagnosis of infectious diseases of animals and birds;

4) carrying out laboratory researches of the animals and birds struck with RV, OV, SDYaV and BA;

5) implementation of identification of the allocated microorganisms;

6) measurement of capacity of doses of radioactive radiation on the area around arrangement of organization;

7) determination of specific and volume activity of radionuclides in tests of products and raw materials of animal, plant origin, fodder raw materials and water;

8) determination of infectiousness of farm animals and birds, products and raw materials of animal origin, crop production, fodder raw materials and OV, SDYaV water, and also implementation of their indication;

9) conducting veterinary and sanitary examination of products and raw materials of animal origin, water (for watering place of farm animals), and also fodder raw materials, the infected RV, OV, SDYaV and BA, with issue of the conclusion;

10) forecasting and assessment of radiation, chemical and biological situation for the purpose of reasons for the planned protective measures;

11) selection on subjects to the state veterinary health control and supervision of products and raw materials of animal origin, fodder, water, and also material from patients, corpses of the animals and birds infected with RV, OV, SDYaV, BA and, in doubtful cases, their delivery in head organizations for laboratory researches and conducting veterinary and sanitary examination;

12) sampling of the soil, plants, forages, waters, mineral and organic fertilizers infected with RV, OV, SDYaV and their delivery in head organizations for laboratory researches;

13) establishment of availability in objects of the environment of OV, SDYaV and causative agents of diseases of plants on objects of crop production and the territory of agricultural holdings, carrying out indication of OV and SDYaV;

14) rendering the methodical help to veterinary laboratories and organization of training of specialists of SNLK.

13. To the Ministry of Emergency Situations of the Republic of Kazakhstan it is assigned:

1) conducting radiation and chemical survey;

2) the organization of the notification of governing bodies about radioactive, chemical biological (bacteriological) and ecological infection (pollution), the notification of the population (getting to zone of possible infection (pollution);

3) obtaining and generalization of information on radioactive, chemical biological (bacteriological) and ecological infection (pollution) of the environment from the SNLK organizations exercising observation and laboratory control over infectiousness of external environment (working area);

4) the organization of radiation and chemical control in zones of emergency situations and the centers of defeat, on traffic routes, during conducting rescue and other urgent operations;

5) training of the population in actions in the conditions of radioactive, chemical and biological (bacteriological) infection (pollution).

14. To the Ministry of Defence of the Republic of Kazakhstan it is assigned:

1) according to the decision of the President of the Republic of Kazakhstan participation in carrying out radiation, chemical and biological survey of regions of radioactive, chemical and biological infection (pollution);

2) constant control behind radiation, chemical and biological situation in places of dislocation of military units and organizations;

3) participation in the warning system and communication in case of threat and emergence of emergency situations;

4) interaction with territorial subdivisions of the ministries, the departments included in structure of SNLK.

15. To the Ministry of the industry and new technologies of the Republic of Kazakhstan it is assigned:

1) development and ensuring accomplishment of actions for decrease in damage from impact of SDYaV in case of accidents on the objects making, storing or processing SDYaV and also in case of their transportation both in peace, and in wartime;

2) forecasting and assessment of situation of the possible centers of chemical infection in zones of emergency situations, the defeat centers;

3) obtaining and generalization of information on chemical infection of SDYaV from chemical dangerous objects;

4) accounting of availability of chemically dangerous objects and SDYaV on them;

5) conducting exit checks of chemically dangerous objects;

6) implementation of the state control of radiation situation;

7) implementation of the state accounting and control of sources of ionizing radiation;

8) maintaining Register of sources of ionizing radiation;

9) constant control behind radiation situation in places of dislocation of organizations.

16. To the Ministry of Education and Science of the Republic of Kazakhstan within the competence it is assigned:

1) performing laboratory diagnosis of infectious diseases of animals and birds;

2) carrying out laboratory researches of the animals and birds struck with RV, OV, SDYaV and BA;

3) determination of infectiousness of animals and birds, live stock products, crop production, and also implementation of their indication;

4) forecasting and assessment of biological situation for the purpose of reasons for the planned protective measures.

4. Functioning and procedure for information transfer by organizations of network of observation and laboratory control of Civil defense of the Republic of Kazakhstan

17. Functioning of SNLK is performed in three modes:

1) in the mode of daily activities (peace time, normal radiation, chemical, biological situation, lack of epidemics, epizooty, epiphytoties) observation and laboratory control is carried out in volume of the tasks established for each organization by the regulating documents (provisions, rules, instructions, charters) higher body of management. Information on results of observation and laboratory control is submitted according to the established regulations in superior organization on subordination.

2) on high alert (deterioration in radiation, chemical, biological situation, threat of epidemics, epizooty, epiphytoties, the short-term forecast about possible emergence of emergency situation and military threat) observation and laboratory control is carried out in volume of the tasks provided by these rules.

Information on cases of high pollution of the environment is transferred to superior organization on subordination, at the same time to the relevant territorial authority of authorized body in the field of emergency situation of natural and technogenic nature and the interacting structures of SNLK of other ministries and departments.

Information transfer is performed in the terms which are not exceeding specified in Item 3 of the Instruction for information transfer in case of threats, origin or the liquidation of emergency situations approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of 22.06.2009 No. 137.

3) in the mode of emergency situations (origin and liquidation of emergency situations in wartime) observation and laboratory control is carried out to peace time, use of modern weapons of destruction in volume of the tasks provided by these rules.

18. Emergency information (about emergency situations) is transferred to superior organization on subordination, at the same time in the relevant territorial subdivisions of authorized body in the field of emergency situations of natural and technogenic nature and the interacting structures of SNLK of other ministries and departments:

about detection in environment objects (air, the soil, water), food, food and the RV, SDYaV fodder raw materials in the quantities exceeding background values or threshold limit values, and also OV and BA;

about the mass outbreaks of especially dangerous infectious diseases (defeats) of people, animals and plants;

about the spontaneous hydrometeorological phenomenon.

Transfer of emergency information (notification) is performed in the formalized and unformalized type on the available communication channels, immediately, and with the subsequent written confirmation (report) no later than 30 minutes from the moment of the notification.

The follow-up information about development of situation is transferred with frequency no more than 2 hours (if terms of similar messages are not stipulated especially).

Reference information - no later than 1 hour from the moment of request.

Summarized information on the held events per day when conducting works on liquidation of emergency situations - daily by 7:30 and to 16.00 hours.

13) production (object) laboratories of the ministries, departments and subordinated organizations of the Republic of Kazakhstan;

14) chemical and radiometric laboratories of civil defense (HRL GO);

15) object posts of radiation and chemical observation (OPRHN).
