1. Approve enclosed:

Regulations on the state monitoring of condition and environmental pollution;

changes which are made to acts of the Government of the Russian Federation.

2. Realization of the powers provided by the Provision approved by this resolution is performed by the interested federal executive bodies within the established extreme number of employees of their central offices and territorial authorities, and also budgetary appropriations provided on ensuring activities of the specified bodies and public institutions subordinated to them.

3. Declare invalid the order of the Government of the Russian Federation of August 23, 2000 No. 622 "About approval of the Regulations on public service of observation of condition of the surrounding environment" (The Russian Federation Code, 2000, No. 35, the Art. 3590).

Regulations on the state monitoring of condition and environmental pollution

This Provision establishes procedure of the state monitoring of condition and environmental pollution (further - the state monitoring), and also forming of the state system of observations of state of environment (further - the state system of observations) and ensuring functioning of such system.

2. Objects of the state monitoring are atmospheric air, soils, surface water of water objects (including on hydrobiological indicators), ozone layer of the atmosphere, ionosphere and near-earth space.
