1. Approve the enclosed Procedure for provision and withdrawal of the right to carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments to legal entities.

2. This resolution becomes effective after 15 days from the date of official publication.

Procedure for provision and withdrawal of the right to carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments to legal entities

1. General provisions

1. This Procedure establishes rules of provision, prolongation and withdrawal of the right to carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments to legal entities, irrespective of accessory and patterns of ownership.

2. According to the decision of state body on ensuring unity of measurements by separate types of measurements, in the absence of the corresponding standards of national authority on metrology, provision of the right to carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments to legal entities as a part of whom metrological services function (further - metrological service) is allowed.

3. The right to carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments is provided to metrological services which are not engaged in production, import, sale and repair of measuring instruments in the declared spheres of activity.

2. Requirements to the metrological services applying for the right of carrying out testing of measuring instruments and (or) certifications of standard samples for the purpose of approval of type and (or) checking of measuring instruments

4. Activities of metrological service shall be performed according to the legislation of the Kyrgyz Republic on ensuring unity of measurements.

5. The metrological service shall have conditions, necessary for these activities:

- equipment and rooms;

- availability of qualified personnel;

- traceability of the used standards and measuring instruments.

6. The metrological service shall provide annually information on the activities in state body for ensuring unity of measurements and national authority on metrology.

7. Responsibility for inadequate performance of works and non-compliance with requirements of the provisions of the law of the Kyrgyz Republic "About ensuring unity of measurements" is assigned to the head of the legal entity.

3. Provision to metrological service of the right to carrying out testing of measuring instruments and (or) certification of standard samples for the purpose of approval of type and (or) checking of measuring instruments

8. The metrological service represents to state body on ensuring unity of measurements the following documents:

- the request in form according to appendix 1 to this Procedure;

- information on type of activity of the metrological service performing testing of measuring instruments for the purpose of approval of type and (or) checking of measuring instruments on form according to appendix 2 to this Procedure;

- information on type of activity of the metrological service performing certification of standard samples for the purpose of approval of type, in form according to appendix 3 to this Procedure;

- data on metrological service in form according to appendix 4.
