About additional measures for providing consumers of the Khorezm region with fuel and energy resources

For the purpose of enhancement of system of steady supply of the organizations and the population of the Khorezm region with fuel and energy resources and subsequent its implementation in other territories of the republic, ensuring rational and effective use of natural gas, further diversification of structure of the consumed energy resources due to transfer of consumers into coal use (the bricketed coal) and the liquefied gas in household gas cylinders the Cabinet of Ministers decides:

1. Agree with offers of NHK "Uzbekneftegaz", JSC Uzbekugol, Goskomkonkurention, the Ministry of Economics, the Ministry of Finance, the Ministry of agricultural and water economy of the Republic of Uzbekistan and khokimiyat of the Khorezm region about:

transfer of part of retail and wholesale consumers of natural gas of the Khorezm region until the end of 2013 on coal use (the bricketed coal) and the liquefied gas in household gas cylinders with installation of solid-fuel package boilers and corresponding gas devices;

creation in addition 6 branches Horazm kumir etkazuvchi Unitary Enterprise (further - branches) on address delivery of coal (the bricketed coal), and also 1 gas-filling station, 3 gas-filling Items on gas station of household gas cylinders and 6 district service Items on realization of the liquefied gas in household gas cylinders Shimolgaztajminot Unitary Enterprise in the Khorezm region (further - Items) according to lists according to appendices No. No. 1 and 2;

to transfer to authorized capital of JSC Uzbekugol on account of increase in the state share of buildings and constructions (the empty garages and storage facilities of Management of the irrigational Shovot-Kulovot system of the Ministry of agricultural and water economy), at the address: The Khorezm region, Urgench, Ulitsa Sanoatchilar, at the cost determined by the independent estimative organization for creation of the company for production of the bricketed coal.

2. Determine that the uninterrupted and guaranteed delivery of the natural and liquefied gas, and also coal (the bricketed coal) to consumers is provided respectively:

Shimolgaztajminot Unitary Enterprise of JSC Uztransgaz - natural gas (on gas pipelines) to settlements of the Khorezm region according to the list according to appendix No. 3;

 JSC Uztransgaz - the liquefied gas in household gas cylinders, JSC Uzbekugol - coal (the bricketed coal), on delivery conditions to final consumers, to settlements of the Khorezm region according to the list according to appendix No. 4.

Warn heads of the specified organizations about their personal responsibility for failures of supply of energy resources to consumers of the Khorezm region.

3. Determine that sources of financing of works on creation:

branches, including implementation of necessary installation and construction works, acquisition of modern vehicles, handling machines, the processing and information and communication equipment, borrowing facilities of GAKB "Hulk Banks" in the amount of 11,7 of one billion bags are., allocated according to requests SAC of Uzbekenergo on refunding rate of the Central bank of the Republic of Uzbekistan, with repayment according to the forecast schedule according to appendix No. 5 *;

4. Approve the Plan of first-priority measures for stable providing the Khorezm region with fuel and energy resources of consumers according to appendix No. 6.

Assign to heads of the ministries, departments, bodies of economic board, other organizations and hokim of the Khorezm region the personal responsibility for ensuring accomplishment in full and fixed terms of the actions provided in the Plan of first-priority measures.

5. To provide SAC of Uzbekenergo and JSC Uzbekugol together with:

GAZhK "Uzbekiston Temir Yullar" of supply of coal in amount is at least 100,0 of one thousand tons under the direct agreement according to annually approved schedule;

khokimiyat of the Khorezm region till August 1, 2013 commissioning of the company for production of the bricketed coal capacity is at least 100,0 of one thousand tons per year based on the empty garage and storage facilities of Management of the irrigational Shovot-Kulovot system of the Ministry of agricultural and water economy transferred to JSC Uzbekugol.

6. Provide with NHK "Uzbekneftegaz":

together with GAZhK "Uzbekiston Temir Yullar" implementation under direct agreements of uninterrupted supply of the liquefied gas in amount of 8,0 of one thousand tons in 2013 and at least 16,0 of one thousand tons in the years ahead according to annually approved schedule;

together with khokimiyat of the Khorezm region till November 1, 2013 increase in capacity of the Khorezm gas-filling station by its expansion and production organization of household gas cylinders in quantity of 15,0 of one thousand pieces a year;

uninterrupted supply of fuels and lubricants for the needs Horazm kumir etkazuvchi Unitary Enterprise and Shimolgaztajminot Unitary Enterprise involved in supply of energy resources to consumers of the Khorezm region.

7. Together with JSC Uzbekugol and JSC Uztransgaz to provide to JSC Uzavtosanoat the conclusion of agreements and delivery, on leasing basis, till September 1, 2013 through Uzavtosanoat-leasing LLC of specialized cargo vehicles in a month:

 Horazm kumir etkazuvchi Unitary Enterprise for coal transportation (the bricketed coal) - in number of 22 units of the ISUZU brand and in number of 6 units of the MAN brand;

Shimolgaztajminot Unitary Enterprise for transportation of the liquefied gas in household gas cylinders - in number of 33 units of the ISUZU brand.

8. To the Ministry of Finance together with the Ministry of Economics and Goskomkonkurention of the Republic of Uzbekistan, other interested ministries and departments to develop and in accordance with the established procedure to approve procedure for forming single for all consumers of retail price of the bricketed coal and the liquefied gas in the household gas cylinders realized through the relevant branches and Items.

9. Goskomkonkurention of the Republic of Uzbekistan:

provide in mortgage providing on the attracted loans of GAKB "Hulk Banks" of the share SAC of Uzbekenergo, being in state-owned property, with discount in the amount of 80 percent from the cost determined by the independent estimative organization;

 in accordance with the established procedure to exercise control and monitoring of amounts and the prices of coal (the bricketed coal) and the liquefied gas in the household gas cylinders realized through branches and Items.

10. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
