The government of the Russian Federation and the Government of Japan which further are referred to as with the Parties, considering general interest in preserving, rational use and management of live resources in northwest part of the Pacific Ocean, realizing that the catch of some live resources in northwest part of the Pacific Ocean performed in violation of the law of the Russian Federation, and export of these live resources out of limits of the Russian Federation without passing in accordance with the legislation of the Russian Federation of necessary procedures significantly threaten preserving, rational use and management of these live resources in northwest part of the Pacific Ocean, realizing need of acceptance of each of the Parties within the legislation of the state of administrative measures for the purpose of prevention of catch of some live resources in northwest part of the Pacific Ocean in violation of the law of the states of the Parties and export out of limits of the states of the Parties, wishing and to develop and expand further on stable and long-term basis trade in live resources between the Russian Federation and Japan, agreed as follows:

Article 1

1. For the purposes of this agreement concepts which mean the following are applied:

a) "competent authorities": concerning the Russian Federation - Federal Agency for Fishery, Federal Security Service of the Russian Federation, the Federal Customs Service and the Ministry of Internal Affairs of the Russian Federation; concerning Japan - Department of fishery, the Ministry of Economics, trade and the industry and the Ministry of Finance;

b) "the live resources which are subject of the Agreement" - the live resources, and also products from them specified in Appendix No. 1;
