About measures for preparation of national economy and the social sphere to activities during the autumn and winter period of 2013-2014.

Based on articles 4 and 5 of the Law No. 1525 of February 19, 1998 on power (The official monitor of the Republic of Moldova, 1998, Art. No. 50-51, 366), with subsequent changes and amendments, for reliable providing national economy and the population with energy resources and utilities, and also creation of optimal conditions for activities during the autumn and winter period of 2013-2014. The government DECIDES:

1. To the ministries and other central administrative authorities:

a) create in 10-day time after date of publication of this Resolution of the commission on the organization, monitoring and control of preparation for cold season of year of subordinated organizations and companies, including electrical power objects;

b) provide agreement performance of procurement process of energy resources for the administered state-financed organizations and to strictly control consumption of energy resources for the purpose of ensuring their economy, accomplishment of energy conservation features, and also works on preparation for autumn winter period of 2013-2014;

c) help regular supply electrical energy of the vital objects, and also objects on which such interruptions are inadmissible, having provided them with autonomous sources;

d) oblige subordinated budgetary institutions to control strictly observance of limits of the money provided in own budgets on consumption of energy resources and to provide in case of need their review;

e) take without fail necessary measures for repayment of debts for the consumed energy resources and utilities by budget and subordinated institutions and to timely make the current payments on them;

f) approve quantitative regulations (kWh, CBM, Gcal) on consumption of energy resources and on the utilities distributed on months and to exercise control over the implementation of limits of consumption by subordinated organizations;

g) represent, including subordinated organizations, to the Agency on energy efficiency information on measures for energoffektivnost and projects on use of the sources of renewable energy planned for 2013-2014 and also to formulate offers on razvititiya of the database of the Agency on energy efficiency in the field of energy efficiency and sources of renewable energy.

2. Recommend to bodies of local public authority and the autonomous territorial entity Gagauzia:

a) create the commissions on the organization, monitoring and control of preparation for cold season of year. In areas of the commission chairmen of areas will head, in the autonomous territorial entity Gagauzia there is CHAPTER, in municipium of Chisinau – general примар or the deputy of primar for this industry, and in municipium of Belts – примар;

b) organize till September 1, 2013 working meetings within the created commissions with participation of representatives of the interested central bodies of public management for the solution of the existing problems by preparation of objects for cold season;

c) allocate up to 10% of the funds arriving into the treasurer account of special purpose for preparation of budgetary institutions for cold season of 2013-2014, according to the approved budget;

d) transfer daily into the treasurer account of special purpose at least 20% of the income which is saved up in budgets of administrative and territorial units, the amount from which financing of expenses on timely acquisition and creation of fuel reserves, repayment of the formed debts, within the funds provided in the budget of administrative and territorial units, and also for preparation of the administered objects by autumn winter period of 2013-2014, according to decisions of local councils will be performed;

e) carry out regularly, at least once a month, meeting of councils or relevant commissions within which questions of preparation of objects and systems of heat supply, water supply and the sewerage of public utilities, housing stock, and also state-financed organizations will be considered;

f) organize work on preparation for heating season of boiler rooms and systems of heat supply, and also repair of buildings of subjects to welfare appointment and apartment houses, inclusive the internal engineering systems which are under economic authority;

g) consider the possibility of provision to needy persons of compensations on payment of energy resources and utilities;

h) demand from managing directors of apartment houses the organization of regular payment by consumers of payments for energy resources and utilities;

i) study technical parameters of the energy equipment for type definition and amount of the energy resources necessary for activities of budgetary institutions during the autumn and winter period of 2013-2014, with creation of lists and representation of the relevant information to the Ministry of Finance, Agency of public procurements and to the Agency on energy efficiency;

j) perform monitoring of quality of the imported coal and its compliance of grade and calorific capability;

k) promote observance of contractual commitments on coal supply by the suppliers selected by results of tender;

l) provide to the Agency on energy efficiency information on providing subordinated boiler rooms with fuel from biomass, and also about measures for energoffektivnost and about projects on use of the sources of renewable energy planned for 2013-2014.
