1. Approve the enclosed Rules of accounting of leave of heat energy and the heat carrier.

Rules of accounting of leave of heat energy and heat carrier

1. General provisions

1. These rules of accounting of leave of heat energy and the heat carrier (further - Rules) are developed according to the subitem 32) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine accounting treatment for leave of heat energy and the heat carrier.

2. In these rules the following concepts and determinations are used:

1) information and measuring system is set of measuring instruments and the hardware and software for measurements, collection, processing, storage and data transmission of accounting of heat energy;

2) vapor counter - the measuring device intended for measurement of the weight (amount) of vapor proceeding in the pipeline through section, perpendicular to the direction of speed of flow;

3) the time spent of metering devices in defect - interval of time during which devices of metering station were in malfunction mode;

4) operating time of devices of metering station - time interval for which on the basis of indications of devices it is recorded heat energy and mass (amount) of the heat carrier, and also control of its temperature and pressure;

5) metering station - the system of devices and devices providing accounting of heat energy for presentation for payment to the consumer;

6) heat meter - the device or set of devices intended for determination of amount of heat energy and measurement of weight and parameters of the heat carrier;

7) the heatcalculator - the device providing calculation of amount of heat energy on the basis of input information about the mass (amount), temperature and pressure of the heat carrier;

8) heat supply - actions for provision to consumers of heat energy;

10) system of heat supply - set of sources of warmth, thermal networks and the heatconsuming installations;

11) the heat carrier - the substance (water, vapor) used in system of heat supply for transfer of heat energy;

12) balance sheet accessory of thermal network - the site of the thermal network which is power making, power transferring the organizations and the consumer belonging to them on the property right or other legal cause;

13) border of balance sheet accessory of thermal network - point (line) of the Section of thermal network between the power making, power transferring organizations and the consumer, according to their balance sheet accessory;

14) heat carrier expense - the mass (amount) of the heat carrier which passed through the cross section of the pipeline for unit of time;

15) thermal loading - amount of heat energy which can be accepted the heatconsuming installation for unit of time;

16) warmth source - the power making company performing production of heat energy for own needs and/or realization on the basis of the agreement;

17) thermal Item - complex of devices for accession of system of heatconsumption to thermal network and distribution of the heat carrier by types of systems of thermal loadings;

18) the closed system of heatconsumption - system of heatconsumption in which use by consumers of heat energy of the heat carrier by its selection from thermal network is not provided;

19) the independent scheme of connection of system of heatconsumption - the scheme of accession of system of heatconsumption to thermal network in case of which the heat carrier arriving from thermal network passes through the heat exchanger established on thermal Item of the consumer where heats the secondary heat carrier used further in system of heatconsumption;

20) open system of heatconsumption - system of heatconsumption in which the heat carrier is in parts or in full selected from system by consumers of heat energy;

21) system of heatconsumption - complex of the heatconsuming installations which are intended for consumption of one or several types of thermal loadings;

22) thermal network - set of the devices intended for transfer, distribution of heat energy;

23) the heatconsuming installation - the device, held for use heat energy, the heat carrier for needs of the consumer of heat energy;

24) heat energy - the energy transferred by the heat carrier in case of which consumption thermodynamic parameters of the heatconsuming installations change (temperature, pressure);

25) registration of parameters of heat energy and the heat carrier - fixation by metering devices of the measured size, in digital or graphical form, on the paper or electronic medium;

26) the consumer - the physical person or legal entity consuming heat energy on the basis of the agreement;

27) the flow-mesuring device - the device intended for measurement of instant expense of the heat carrier proceeding in the pipeline;

28) the power transferring organization - the organization performing transfer of heat energy on the basis of agreements;

29) the power supplying organization - the organization performing sale to consumers of heat energy.

3. For accounting of amount of heat energy and control of parameters of the heat carrier sets of autonomous devices, and/or information and measuring systems of accounting of heat energy are used.
