About additional measures for activities enhancement SAC of Uzbekenergo and to strengthening of discipline of calculations for the consumed electrical energy

For the purpose of ensuring rational and effective use of the electric power, strengthening of payment discipline and enhancement of the mechanism of calculations for the consumed electrical energy, SAC of Uzbekenergo and consumers for observance of instructions for use with electrical energy the Cabinet of Ministers decides increases in responsibility of workers:

1. Take into consideration that in case of financial support of the international financial institutions projects implementation on implementation in 2012-2017 in Tashkent, the Bukhara, Jizzakh, Samarkand, Syr Darya and Tashkent regions of the Automated control system and accounting of the electric power (further - ASKUE) with installation of modern electronic metering devices of electrical energy at legal entities and physical persons according to appendix No. 1 is enabled.

2. Establish procedure according to which:

replacement existing and installation of modern electronic devices and hardware complexes of accounting of electrical energy at consumers - legal entities and physical persons are performed at the expense of own and raised funds SAC of Uzbekenergo;

 replacement and upgrade of the existing measuring transformers of the legal entities who are not conforming to the established requirements are performed at the expense of their own means.

3. SAC of Uzbekenergo together with the Ministry of Economics, the Ministry of Finance of the Republic of Uzbekistan and other interested ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on acceleration of realization and sources of financing of projects on implementation of ASKUE by regions of the republic first of all in Tashkent, with establishment of the single technical requirements providing mutual compatibility of the equipment, program complexes, the implemented systems and unification of transmitted data in a month.

4. Determine that at the companies of territorial power networks and the electrosupplying companies where ASKUE, including on limits of the Section and between sites is implemented:

following the results of every month delivery-acceptance certificates of electrical energy which are signed by the corresponding heads and officials are drawn up;

heads and the corresponding officials bear in the procedure established by the legislation the personal responsibility for ensuring payment of cost of the received electrical energy.

5. Assign to heads SAC of Uzbekenergo, the structural divisions responsible for questions of realization of electrical energy, and also the organizations consumers of electrical energy the personal responsibility for the timely conclusion of agreements of electric utility service, implementation of calculations for electrical energy at the scheduled time, non-admission of formation of overdue receivables.

6. No. 639 is excluded compliance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 16.08.2017

7. SAC of Uzbekenergo together with the State inspectorate for supervision in power industry, other interested departments and business entities:

take necessary measures for creation and equipment of mobile laboratories for checking and certification of measuring devices and systems of accounting in power networks of 35 kV and above;

in a month to approve the schedule of upgrade of the measuring transformers and the equipment established at business entities;

following the results of work till November 25, 2013 to introduce to the Cabinet of Ministers of the Republic of Uzbekistan the draft of the program of upgrade and reconstruction of distribution networks, with determination of specific sources of financing.

8. SAC of Uzbekenergo together with the servicing commercial banks and JSC Uzbekiston pochtasi till December 1, 2013 to implement the software and necessary technical means providing accounting in real time of the money arriving in payment for electrical energy from the organizations and the population.

9. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

SAC of Uzbekenergo, the State inspectorate for supervision in power industry together with the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments to bring departmental regulatory legal acts into accord with this resolution in a month.

10. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
