About enhancement of payment terms of work of heads of the organizations depending on results of financial and economic activities

Based on paragraphs of the fifth and sixth of article 16 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" and for the purpose of strengthening of dependence of compensation of heads of the organizations irrespective of pattern of ownership (except for the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations) from results of financial and economic activities the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on payment terms of work of heads of the state organizations and the organizations from ownership ratios of the state in their property it (is applied).

2. Determine that:

2.1. the coefficient of ratio of the average salary of heads of the organizations irrespective of pattern of ownership (except for the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations) (further – the organizations) and the average salary on the organization in general (further – coefficient) cannot exceed 8.

The decision on establishment of the specific size of coefficient is made by the owner of property or the official, body (organization), authorized to sign the contract (further – the body which signed the contract) if other is not established by the President of the Republic of Belarus. At the same time concerning heads of the state organizations and the organizations in which authorized capital the ownership ratio of the state constitutes more than 50 percent (further – the state organizations), including banks, this coefficient is approved:

to 4 inclusive – with the body exercising possessory supervision;
