According to Item 16 of Service regulations and interactions of electronic information resources and information systems, and also information and communication networks of the state bodies approved by the order of the Chairman of the Agency of the Republic of Kazakhstan on informatization and communication of August 26, 2009 No. 365 "About approval of Service regulations and interactions of electronic information resources and information systems, and also information and communication networks of state bodies" I ORDER:

1. Approve the enclosed Rules of access and information transfer for information exchange of the information system "Address Register" with information systems of state bodies.

2. Repeal the order of the Minister of Communications and information of the Republic of Kazakhstan of April 1, 2011 No. 91 "About approval of Rules of access and information transfer for ensuring interaction of the information system "Address Register" with information systems of state bodies".

3. To department of state policy in the field of information technologies of the Ministry of Transport and Communications of the Republic of Kazakhstan (Eleusizova K. B.) bring this order to the attention of the interested state bodies and take other measures following from this order.

4. To impose control of execution of this order on the vice-Minister of Transport and Communications of the Republic of Kazakhstan Sarsenov S. S.

5. This order becomes effective from the date of signing.

Rules of access and information transfer for information exchange of the information system "Address Register" with information systems of state bodies

1. General provisions

1. These rules of access and information transfer for information exchange of the information system "Address Register" with information systems of state bodies (further - Rules) also interactions of electronic information resources and information systems, and also information and communication networks of the state bodies approved by the order of the Chairman of the Agency of the Republic of Kazakhstan on informatization and communication of August 26, 2009 No. 365 "About approval of Service regulations and interactions of electronic information resources and information systems, and also information and communication networks of state bodies" are developed according to Item 16 of Service regulations.

2. These rules describe the protocol of exchange and formats of the electronic messages transferred in process of exchange, regulations of accession of external information systems to system and interaction, further with it.

3. In these rules the following concepts and reducings are used:

1) administrative and territorial unit (further - ATE) - the area, the area, the city, the area in the city, the aulny (rural) district, the settlement, the aul (village);

2) the single transport circle of state bodies (further - ETC GO) - the network of telecommunications located in the territory of the Republic of Kazakhstan, consisting of the interdepartmental information and communication network intended for realization of managerial and organizational goals of state bodies and local government bodies, and the information and communication networks performing interaction of state bodies with their territorial subdivisions, and also intended for ensuring interaction of electronic information resources and information systems of "the electronic government";

3) external systems or IS GO - information systems of state bodies;

4) MIO - local executive bodies;

5) participants - the information systems participating in process of information exchange;

6) IS ARE - Information system "Address Register";

7) GBD RN - the state database "Register of the Real Estate";

8) objects of addressing - the real estate objects which are subject to addressing. Primary objects of addressing correspond to primary real estate objects, secondary objects of addressing correspond to secondary real estate objects;

9) ATU RK - the administrative-territorial device of the Republic of Kazakhstan;

10) SChNP - settlement component;

11) NP - the settlement;

12) ON - primary objects of addressing;

13) IN - secondary objects of addressing;

14) the IS Administrator (the administrator of information system) - the organization providing administration and maintenance of information system;

15) XML (Extensible Markup Language) - extensible markup language;

16) the Log-magazine - the files containing information on operation of the server used for monitoring of its work and identification of the reasons in case of failure.

17) RCA (registration code of the address) is the unique code of object of addressing generated by the information system "Address Register". RKA is unique and permanent during all lifecycle of object of addressing;

6. Participants of information exchange are information systems:

1) IS the ARE is supplier of address information;

2) IS GO are consumers of address information and initiators of information exchange.

3. Procedures for granting of data external IS GO

7. Information exchange of IS ARE with external systems is performed on communication channels of UTS of GO with use of protocols of the TCP/IP family.

8. The web services using XML as language of the description of information and the SOAP specification are applied to the organization of interaction with external systems. For the description of the program interfaces provided by web services language of the description of WSDL (Web Services Description Language) is used.

9. Web services the provided IS ARE are subdivided into four groups:

1) the Replication Service - is intended for forming and use on the party of the consumer of the copy of the ARE IS database (remark) which is responsible for storage of address information and addressing, sufficient for forming of the address of any type of object. Service provides maintenance of remark in urgent condition. Methods of service are described in appendix 2 to these rules;

2) the Consecutive Descent Service - is intended for search of any object of addressing in the territory of RK and receipt of its address. Service provides consecutive movement according to bonds of subordination on administrative-territorial structure of the Republic of Kazakhstan and structure of the device of settlements for the purpose of finding of object of addressing. Methods of service are described in appendix 3 to these rules;

3) the Updating Service - is intended for updating of address data if the external system stores on the party only RKA of object of addressing and the address in the form of the text or XML structure. Methods of service are described in appendix 4 to these rules;

4) the Special Service - is intended for group of methods which service specific requirements of external systems and serve for receipt of the auxiliary (not address) information which is stored in IS DB ARE. Methods of service are described in appendix 5 to these rules.

10. Services work in the synchronous mode. In case of this mode after challenge of the ARE IS method the external system is in answer waiting mode from IS ARE. As soon as service completes the work, the external system receives result of its accomplishment.

11. Processing of requests of the consumer is performed by IS ARE round the clock, except for technological work stoppages of IS ARE. Technological work stoppages of IS ARE are approved with the IS GO administrators routinely at least in one working day and notified on the e-mail addresses specified in case of registration of external systems (by default technological breaks shall have for the weekend and holidays).

12. Time of accomplishment of synchronous services depends on amounts of the provided IS ARE of data, but is limited two minutes. In case of lack of the answer during the specified time the external system shall reduce period of time which was specified in request, for the purpose of reduction of time of response of the ARE service.

13. The facts of challenge of services and temporary parameters of their accomplishment are fixed in the Log-magazine of information exchange on the ARE IS server.

When filling the Log-magazine data are archived in process of filling. The archive shall contain data in the last two years.

14. Fixing of temporary parameters in processing of messages is made on time of the city of Astana of the ARE IS server.

15. If when processing request on the server there was mistake, web service returns the error message format which and the list of codes of mistakes is given in appendix 6 to these rules

16. In case of interaction by means of methods of the Replication and Updating services the external system shall observe strictly the sequence of temporary parameters by challenge of methods, omissions of time frames are inadmissible. Also the intervals which are blocked (imposed) at each other are inadmissible. The external system shall record the sequences of time frames of challenges independently.

4. IS order of interaction ARE with external IS GO

17. The organization of interaction of IS ARE with external systems is performed based on these rules.

18. After that the external information system is registered in the register of consumers of IS ARE. When entering into the register setup of parameters of interaction with external system is made. In particular it is specified what services the external system, contact information of Administrators of external system will use. In case of registration the external system receives URL on which there are program interfaces of the provided IS ARE of services and classified identification information - login and the password which shall be specified in case of each request to the ARES IS services.

19. If the external system will use the Replication service in case of interaction, prior to interaction complete unloading of address data is made. The unloading format, its structure and content are given in appendix 2 to these rules.

20. If necessary primary unloading can be performed repeatedly. For this purpose the owner of IS needs to make official request ARE.

21. Before start of information exchange in the industrial mode the following procedures are performed:

1) conducting test of information exchange at the stand prepared by the ARES and IS GO IS administrators;

2) carrying out trial operation of information exchange of systems;

3) carrying out the analysis of results of trial operation, if necessary ensuring completion of the software on the party of IS GO;

4) assessment of intensity of queries to the connected service in the industrial mode, load testing.

5) development of recommendations about regulations of the optimum appeal to the ARES IS services.

5. The organization of data protection in case of interaction

22. Information security in case of information exchange is provided due to use by the protected UTS of GO and confirmation of authorship of external system by provision of identification data by it, and also through actions of technical and organizational nature.

23. Organizational actions regulate access for personnel to servers, the active network equipment, power supply system of servers.

6. Responsibility

24. Local executive bodies are responsible for completeness, reliability and relevance of transmitted data from IS ARE in IS GO.

25. From IS the ARE in IS GO is responsible for timeliness and invariance of transmitted data the owner of IS ARE.

26. Owners of IS ARE and IS GO shall notify in five-day time each other on appointments of responsible persons which provide the necessary level of information security, permanent readiness of program and technical means from the interacting IS.

7. Final provisions

27. Program and the hardware used by preparation and carrying out exchange of messages within information exchange between systems shall be supported in working order.

28. In case of origin during information exchange of problem situations participants of information exchange shall take measures for their elimination.
