1. Approve the enclosed Rules of transportations of passengers, baggage and cargo baggage by rail.
2. This resolution becomes effective after ten calendar days from the date of its first official publication.

1. These rules of transportations of passengers, baggage and cargo baggage by railway transport (further - Rules) are developed according to the subitem 9) of Item 1 of article 14 of the Law of the Republic of Kazakhstan "About rail transport" (further - the Law) for the purpose of requirements satisfaction of the population and the state in transportations of passengers, baggage and cargo baggage by rail.
2. Rules determine procedure of transportations of passengers, hand luggage, baggage, cargo baggage by rail by rail of the Republic of Kazakhstan.
3. Transportation of passengers, baggage, cargo baggage by rail in the international and transit message through the Republic of Kazakhstan is performed according to the legislation of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
4. In these rules it is used the following determinations and terms:
1) stopping point - Item on which the stop of the passenger train is performed, intended only for landing and disembarkation of passengers;
2) cash register (further - KKM) - the fiscal module, the electronic device with the block of fiscal memory and (or) the computer system providing registration and display of information on the cash calculations perfromed in case of sales of goods and (or) rendering services.

6) authorized body - the central executive body performing management in the field of rail transport and also in limits, stipulated by the legislation the Republic of Kazakhstan, - cross-industry coordination;
7) the fare of passengers - set of reserved seat and booking parts;
8) the cost of the ticket - part of fare which is determined as payment amount, added for transportation of the passenger across all railroads of route;
9) reserved seat cost - part of fare which is determined for general haulage distance of the passenger and includes payment for use of the car and servicing of the passenger along the line.
Other concepts used in these rules are applied in the values determined by the legislation of the Republic of Kazakhstan on rail transport.

7. Execution of travel documents (tickets) for passenger trains is made by means of terminals of the Automated control system (further - ACS) and on manual technology by provision of the identity document of person wishing to acquire the travel document (ticket) or with delivery in the place of the requirement of the passenger.
Sale of travel documents (tickets) is made in ticket offices and/or through electronic systems of sale. Delivery of travel documents (tickets) in the place of the requirement of the passenger is performed for additional fare.
In the trains created from cars with places for sitting and also in general cars of passenger trains, at stations where there are no ticket offices, sale of travel documents by conductors is allowed.
8. Carriers will organize sale of travel documents (tickets) for trains of the forming. The organization of sale of travel documents (tickets) of other carriers based on the signed agreements is allowed.
Operating time of ticket offices at stations (stations) is established by the authorized person of Carrier, proceeding from local conditions and the train schedule.
Operating time of ticket offices out of buildings of railway stations is established by the passenger agency proceeding from local conditions.

At stations and stopping points where less than 50 travel documents (tickets) a day are on sale, the decision on the organization of sale of travel documents (tickets) is made by Carrier taking into account local conditions.

9. Sale of travel documents (tickets) for passenger trains in the cash desks equipped with the ACS terminals and on manual technology is performed from Items of forming or turnover of the train of 45 days to departure of the train, from relay station depending on the mode of sale or availability of regulation of places.
10. Advance sale of travel documents is performed in terms from 45 to 1 days before departure of the train.
Time of the end of sale of travel documents (tickets) for the departing train is determined by engineering procedure of work of the station (station). The specified information is brought to the attention of passengers.
Sale of travel documents (tickets) for the return departure from stations of forming or turnover of trains is performed at stations of forming, turnover of trains and relay stations.

11. The passenger acquires the travel document (ticket) in the car and the train of any category to any station open for passenger transactions, on train route. 4) when replacing places in one car on places in other car of the same type;
5) when replacing number of the place in the same car.
13. Renewal of travel documents (tickets) is made on the train of the same carrier to which the initial travel document (ticket) is processed.
Renewal of travel documents (tickets) through ACS is made with issue of the new travel document (ticket) on which the amount of the surcharges levied from the passenger depending on trip conditions with train on which the travel document (ticket) is renewed is specified.
Renewal of travel documents (tickets) on manual technology in time less than 24 hours before departure of the train is made by their recomposting and is allowed only on the train or in the car going in the through-message, forming of the same railroad, Carrier to which the travel document (ticket) originally was processed.
