The State Parties of this agreement on behalf of the governments which further are referred to as with the Parties

being guided by the Agreement on the basic principles of cooperation in the field of peaceful use of atomic energy of June 26, 1992, the Decision of Council of Heads of Government of the Commonwealth of Independent States of January 17, 1997 about the Perspective plan of development of state cooperation – members of the Commonwealth of Independent States in peaceful use of atomic energy, increase in safety of nuclear installations, the Concept of forming of information space of the Commonwealth of Independent States of October 18, 1996, the Agreement on cooperation in forming of information resources and systems, implementation of interstate programs of the State Parties of the Commonwealth of Independent States in the field of informatization of December 24, 1999,

expressing aspiration to creation of information resources and systems on equal and mutually advantageous basis,

proceeding from need of integration of information resources in the field of peaceful use of atomic energy on the basis of modern technical and software, telecommunication systems with use of single qualifiers and dictionaries of data,

agreed as follows:

Article 1

For the purposes of this agreement the used concepts mean the following:

information – the information about persons, objects, facts, events, the phenomena and processes irrespective of form of their registration and representation;

documentary information (document) – information fixed on the material carrier with the details allowing to identify it;

information system – organizationally the arranged set of documents and information technologies, including with use of computer aids and the bonds realizing information processes;
