1. Approve enclosed:

1) Rules of servicing of passengers of the international flights;

2) Rules of the organization of work and servicing of passengers in halls for especially important persons (VIP) and official delegations at the airports of the Republic of Kazakhstan;

3) Rules of the organization of work and servicing of passengers in business halls (CIP) at the airports of the Republic of Kazakhstan;

4) Rules of issue of omissions in the territory of the international airports of the Republic of Kazakhstan;

5) the Actions plan on improvement of activities of the airports of the cities of Astana, Almaty and Atyrau for acceptance and departure of passengers of the international flights.

2. To committee of civil aviation of the Ministry of Transport and Communications of the Republic of Kazakhstan (Buranbayev S. Zh.) provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. This order becomes effective from the date of signing, is subject to acquaintance and mailing.

Rules of servicing of passengers of the international flights in the Republic of Kazakhstan

1. General provisions

1. These rules of servicing of passengers of the international flights (further - Rules) establish the main requirements to servicing of air passengers of the international flights at the airports of the Republic of Kazakhstan.

2. The main terms and determinations used in these rules:

1) the controlled area - the working area of the airport, airfield and the territory adjoining to them, office buildings, structures, warehouses, access to which is controlled;

2) sterile zone - part of the controlled area between the first Item of check, examination of passengers, baggage, loads, hand luggage and the aircraft, access to which is strictly controlled;

3) the transit area - part of sterile zone between Item of border control and the aircraft. 5) zone of general examination - zone of examination of service of aviation safety and the customs control zone;

6) border control - the complex of the events held by divisions (bodies) of border control of the Border service of Committee of homeland security of the Republic of Kazakhstan, including:

verification of documents on the right of entry into the Republic of Kazakhstan and departure from the Republic of Kazakhstan;

examination of vehicles, loads and other property;

observation of vehicles and their maintenance;

control of persons which closes entry into the Republic of Kazakhstan.

Border control is exercised in combination with operational and regime actions;

7) the transient - the passenger who according to the agreement of the international airborne transportation is transported further by the same flight by which it arrived in the intermediate airport;

8) the passenger transfer - the passenger who according to the agreement of the international airborne transportation is brought in transfer Item by one flight and is transported further by other flight of the same or other carrier.

9) load (baggage) transit - load (baggage) which according to the freight bill (the luggage sheet) is transported further by the same flight by which he was brought in intermediate point;

10) load (baggage) transfer - the load (baggage) which according to the freight bill (the luggage sheet), is delivered in transfer Item by one flight and is transported further by other flight of the same or other carrier;
