About accreditation system in the field of ensuring unity of measurements

1. Approve the enclosed Regulations on accreditation system in the field of ensuring unity of measurements.

2. To the Ministry of Economic Development of the Russian Federation till May 1, 2014 to approve:

accreditation criterions in the field of ensuring unity of measurements (in coordination with the Ministry of Industry and Trade of the Russian Federation, Federal Accreditation Service, Federal Agency for Technical Regulation and Metrology and other interested federal executive bodies);

form of the certificate of accreditation in the field of ensuring unity of measurements;

form of the certificate on certification of the expert in metrology;

forms of statements for accreditation in the field of ensuring unity of measurements, about renewal of the certificate of accreditation in the field of ensuring unity of measurements, about expansion of area of accreditation, about reducing area of accreditation, about issue of the duplicate of the certificate of accreditation in the field of ensuring unity of measurements, about cancellation of the certificate of accreditation in the field of ensuring unity of measurements;

forms of statements for certification of the expert in metrology, of renewal of the certificate on certification of the expert in metrology, of issue of the duplicate of the certificate on certification of the expert in metrology, of cancellation of the certificate on certification of the expert in metrology;

procedure for forming and maintaining the register of the measurements of legal entities and individual entrepreneurs, the register of experts in metrology accredited in the field of ensuring unity and provision of the data containing in them.

3. To Federal Accreditation Service till May 1, 2014:

create certifying commission;

approve regulations on certifying commission;

approve procedure for holding qualification examination of the physical persons applying for receipt of the status of the expert in metrology;

approve technique of accounting of the factors influencing selection of experts in metrology and experts in accreditation.

4. The realization of powers on accreditation in the field of ensuring unity of measurements according to this resolution is enabled by Federal Accreditation Service within the number of employees of central office and territorial authorities of Federal Accreditation Service, and also budgetary appropriations provided to this body in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

5. Declare invalid the paragraph of the sixth of Item 1 of the order of the Government of the Russian Federation of February 12, 1994 No. 100 "About the organization of works on standardization, ensuring unity of measurements, certification of products and services" (Collection of acts of the President and the Government of the Russian Federation, 1994, No. 8, the Art. 598).

I. General provisions

1. This Provision determines the federal executive body performing accreditation in the field of ensuring unity of measurements, structure of accreditation system in the field of ensuring unity of measurements, procedure for accreditation, procedure for determination of accreditation criterions, procedure for certification with the federal executive body performing accreditation in the field of the ensuring unity of measurements, accreditation experts and payment procedure of works of the specified experts involved on contractual basis.

b) testing of standard samples or measuring instruments for the purpose of approval of type;

c) checking of measuring instruments;

d) the obligatory metrological examination of standards, products, project, design, technological documentation and other objects which is carried out in cases, stipulated by the legislation the Russian Federation.
