1. Approve the enclosed Industry frame of qualifications of oil and gas industry.
2. To strategic development department and international cooperation (Abishev E. A.) provide in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication.
3. I reserve control of execution of this order.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. The industry frame of qualifications of oil and gas industry (further - the ORK) contains eight qualification levels that corresponds to the National frame of qualifications approved by the joint order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 24, 2012 No. 373-o-m and the Minister of Education and Science of the Republic of Kazakhstan of September 28, 2012 No. 444 (it is registered in the Register of state registration of regulatory legal acts for No. 8022).
2. The ORK determines single scale of qualification levels, provides comparability of qualifications and is basis for professional standards and system of confirmation of conformity and assignment of qualification of specialists in oil and gas industry.
3. The ORK is intended for different groups of users (employers, educational bodies, citizens) and allows:
To describe 1) from single line items of the requirement to qualification of specialists and graduates of all education levels in case of development of professional and educational standards;
2) to develop estimative materials and procedures of confirmation of conformity and assignment of qualifications of specialists in oil and gas industry and graduates of all education levels;
3) to plan the career development, increase in qualification level leading to receipt of the corresponding qualification.
4. The main terms and concepts used in the ORK:
1) knowledge - result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work, qualification component which shall be exposed to assessment;
2) national frame of qualifications - the structured description of the qualification levels recognized in the labor market;
3) national system of qualifications - set of mechanisms of legal and institutional regulation of demand and offers on qualification of specialists from the labor market;
4) experience - conscious activities, knowledge and skills which can be acquired and effectively used during certain period;
5) industry frame of qualifications - the structured description of the qualification levels recognized in industry;
6) the professional standard - the standard determining in specific area of professional activity of the requirement to skill level and competence to content, quality and working conditions;
7) abilities - capabilities to apply knowledge and to show competence for the purpose of implementation of activities and the solution of tasks (use of logical, intuitive, creative and practical thinking).
5. The ORK represents the framework design which is drawn up on structure according to appendix 1 to the ORK.
The ORK consists of the description for each qualification level of general characteristics of professional activity, namely:
1) knowledge - this indicator is complex and determines requirements to knowledge, depends on the following professional activity peculiarities:
amount and complexity of the used information;
innovations of knowledge;
degrees of their abstractness (ratio of theoretical and practical knowledge). Extent of its manifestation (transition from one skill level to another) can be connected with change of one (any) of the constituting indicators, two or three;
2) skills - this indicator is complex and determines requirements to abilities, depends on the following professional activity peculiarities:
pluralities (variability) of methods of the solution of professional tasks, need of the choice or development of these methods;
degrees of uncertainty of working situation and unpredictability of its development. Extent of its manifestation (transition from one skill level to another) can be connected as with change of one (any) of the constituting indicators, and both;
3) personal and professional competences - this indicator determines general power of the worker and has three main extents of manifestation:
activities under the direction of;
independent performing activities;
management of others.
Width of powers and responsibility is connected with the activities scale, the price of possible mistake for the organization, industry, its social, ecological, economic and so forth effects, and also completeness of realization in professional activity of the main functions of management (goal-setting, the organization, control, motivation of contractors).
6. The basic principle of development of skill levels in the ORK is the continuity and succession of development of qualification levels from the lowest to the highest, transparency of their description.
7. The skill level is result of development of certain educational program and/or practical experience.
Training in additional educational programs of system of advanced training and retraining of personnel in the organizations having the corresponding licenses is made for increment of qualification or change of its profile at each level.
The skill level can increase in process of finding of practical experience of work, self-education and training.
Accounting of different forms of education and training will happen in industry qualification systems.
Creation of individual educational trajectory is performed by means of accounting of knowledge and practical experience of the worker, professional development course that gives the chance to move ahead both down, and across skill levels.
