Approve the enclosed Rules of use of transport (except representations of the foreign states and the international organizations having diplomatic immunity) for arrival in zone of emergency situation of social nature, and also delivery of persons needing the emergency medical care in the medical organization if the delay can create real threat of life or to human health, with compensation of material damage to owners in case of its causing.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.
