About approval of the Counter-narcotics program of the Government of the Kyrgyz Republic
For the purpose of decrease in level of drug addiction of the population and the related negative effects, being guided by articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Government of the Kyrgyz Republic decides:
1. Approve the enclosed Counter-narcotics program of the Government of the Kyrgyz Republic.
2. To public service on control of drugs under the Government of the Kyrgyz Republic in three-months time in accordance with the established procedure to develop and submit for consideration of the Government of the Kyrgyz Republic the draft of the Actions plan on implementation of the Counter-narcotics program of the Government of the Kyrgyz Republic.
3. To make financing of the expenses connected with implementation of this resolution within the means provided for the ministries and administrative departments in the republican budget for the corresponding year and also other sources which are not prohibited by the legislation of the Kyrgyz Republic.
4. This resolution becomes effective from the date of official publication.
5. To impose control of execution of this resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

Active counteraction to drug trafficking and narcotization of the population is performed in the territory of modern Kyrgyzstan from the last third of the 19th century when the problems connected with cultivation of opium poppy and production of opium were designated.
During the period from 1916 to 1974 the country occupied one of leading line items in the world on industrial production of medicinal opium. Total area of poppy fields reached 64 thousand hectares, and production volume of medicinal opium, by some calculations, reached 80 percent made in the USSR and equaled to 16 percent of world legal production of opium. The one tenth part of the made opium went to illicit trafficking, causing population narcotization. In 1974 the Presidium of the Supreme Council of the USSR made the decision on the termination of legal cultivation of opium poppy in the Kyrgyz SSR.
In addition, in the republic there are extensive thickets of wild-growing cannabis and ephedra that promotes production of such drugs as hashish, marijuana, меткатинон and эфедрон.
During the period from 1974 to 1993 in Kyrgyzstan were withdrawn, generally drugs of kannabisny group. From now on the Kyrgyz Republic fulfills requirements and rules of international law and adheres to the guidelines of the International committee on control over drugs (further - MKKN) in the field of control of legal drug trafficking, psychotropic substances and their precursors when ensuring availability of dosage forms, drugs and psychotropic substances for the population, and for the industry - precursors.
The major factors causing forming of tendencies of development of drug abuse situation in the Kyrgyz Republic are:
- the negative social processes creating and maintaining steady demand for illegal drugs;
- the international narcotransit through the territory of the country;
- availability of own source of raw materials for illegal manufacture of drugs.
In the Kyrgyz Republic the progressing dynamics of drug trafficking is observed. Being in close proximity to Afghanistan where more than 90% of all illegal opioids in the world are made, the republic tests all effects from their transit through the territory.
Drugs are delivered to the territory of the Kyrgyz Republic in the direction of the Alay and Chong-Alay districts of the Osh region; Batken, Leyleksky, Kadamzhaysky districts of Batken Province.
The drug abuse situation in the Kyrgyz Republic develops under the influence of external and internal factors.
External factors: proximity to Afghanistan, as to the main source of drug production in the region, activities of the international drug mafia in Central Asia, lack of single approach to questions of regional narcosafety, permeability of frontiers.
Internal factors: poverty, unemployment, population shift, corruption, availability of own source of raw materials for production of drugs, transparency of frontiers, insufficient financing and material equipment of the government counter-narcotics institutions.
