1. Accept the offer of the State committee of communication, informatization and telecommunication technologies, the Ministries of Economics, the Ministries of Finance of the Republic of Uzbekistan about creation of national mobile operator based on Uzmobayl branch of JSC Uzbektelekom.

2. Determine the main objectives and activities of national mobile operator:

designing, construction, operation and rendering services of telecommunications - networks of mobile radiotelephone (cellular) communication, long-distance and international networks and data transmission networks, including in the remote areas;

implementation in all territory of the republic of the most modern technologies of high-speed data transmission, including for connection to the world information Internet, rendering services of mobile television, electronic payments and commerce;

ensuring reliable and steady functioning of networks of mobile radiotelephone (cellular) communication taking into account requirements of information security.

3. Approve the schedule of implementation of actions on creation of network of national mobile operator "Uzmobayl" JSC Uzbektelekom according to appendix No. 1.
