1. Approve the enclosed Rules of technical operation, inspection and repair of navigable hydraulic engineering constructions (locks).

Rules of technical operation, inspection and repair of navigable hydraulic engineering constructions (locks)

1. General provisions

1. These rules of technical operation, inspection and repair of navigable hydraulic engineering constructions (locks) (further - Rules) are developed according to subitem 28-1) of article 8 of the Law of the Republic of Kazakhstan "About inland water transport" and determine procedure for technical operation, inspection and repair of navigable hydraulic engineering constructions (locks).

2. In these rules the following determinations are used:

1) accident - violation of engineering procedure, damage of mechanisms, the equipment and constructions;

2) controlled indicators - the quantitative and high-quality parameters of condition of the hydraulic engineering construction measured by means of technical means or calculated on the basis of measurements of construction;

3) safety of the hydraulic engineering construction - the property of the hydraulic engineering construction (lock) allowing to ensure safety of navigation and protection of life, human health, the environment and economic objects;

4) criteria of safety of the hydraulic engineering construction (lock) - the extreme values of controlled diagnostic indicators characterizing its safety in case of the different modes and service conditions, maintenance and repair of the hydraulic engineering construction (lock), its input and output from operation;

5) diagnostic indicators - the most significant for diagnostics and assessment of condition of the hydraulic engineering construction (lock), the controlled indicators allowing to give assessment to safety of system of the construction-the basis-water storage basin hydraulic engineering construction in general or its separate elements;

6) upper and lower бьеф - the section of the river (channel) located respectively above and below the hydraulic engineering construction (lock);

7) repair - complex of works on recovery of serviceable condition of the hydraulic engineering construction (lock);

8) K1 - the warning level of values of diagnostic indicators in case of which achievement stability, the mechanical and filtrational durability of the hydraulic engineering construction (lock) and its basis, and also handling capacity of water waste and water throughput constructions still correspond to conditions of normal operation;

9) K2 - limit of values of diagnostic indicators in case of which exceeding operation of the hydraulic engineering construction (lock) in the project modes is inadmissible;

10) the chief of the navigable hydraulic engineering construction (lock) - the official who directs all personnel of the navigable hydraulic engineering construction (lock) and ensuring smooth operation of construction;

11) Kizm - value of the controlled diagnostic indicators measured in process of monitoring of technical condition of the hydraulic engineering construction (lock);

12) maintenance - complex of the actions aimed at providing safe operation and maintenance in good repair of the hydraulic engineering construction;

13) authorized body - the central executive body performing management in the field of inland water transport and also in limits, stipulated by the legislation the Republic of Kazakhstan, - cross-industry coordination;

14) the company of authorized body - the state company of inland water transport which main objective is implementation of productive activity for proper maintenance and development of inland waterways and navigable hydraulic engineering constructions for the purpose of ensuring safe navigation of vessels within the serviced borders.

Other determinations and terms used in these rules are applied according to the legislation of the Republic of Kazakhstan on inland water transport.

2. Technical operation of navigable hydraulic engineering constructions (locks)

3. Operation of navigable hydraulic engineering constructions (locks) (further - hydraulic engineering constructions) is provided in the way:

1) contents of hydraulic engineering constructions in good repair and observance of the mode of operation of hydraulic engineering constructions according to requirements of fire safety, and also the safety requirements and labor protections established by the current legislation of the Republic of Kazakhstan;

2) technical operation of hydrotechnical and construction parts, designs and equipment, territory and water area of hydraulic engineering constructions;

3) timely carrying out planned works;

4) advance planning of reconstruction and upgrade of hydraulic engineering constructions, taking into account their construction and reconstruction;

5) observance of these rules, construction regulations and rules, and other documents providing safe operation of hydraulic engineering constructions.
