Proceeding from the fact that the Constitution of Ukraine is the act of the constituent power of the Ukrainian people

considering the special powers which are available for parliament to make changes to the Constitution of Ukraine as element of the constituent power,

understanding that such constituent powers of the Verkhovna Rada of Ukraine implicitly make impossible implementation by other public authorities or their officials of any actions concerning change of the constitutional regulations,

in spite of the fact that the Constitutional Court of Ukraine in Item 3 of substantive provisions of the Decision of September 30, 2010 No. 20-rp/2010 in the case of observance of the procedure of introduction of amendments to Constitutions of Ukraine assigned to public authorities obligation on immediate accomplishment of this Decision, and such execution predetermines introduction of amendments to the Constitution of Ukraine according to the procedure determined by the Section XIII of the Constitution of Ukraine

considering that observance of the procedure of introduction of amendments to the Constitution of Ukraine determined by the Section XIII of the Constitution of Ukraine established by the Constitution of Ukraine is one of basic conditions of legitimacy of the constitutional law and order in Ukraine,
