1. Approve the enclosed Rules of rendering services of telephone communication on network of telecommunications public.

2. These rules become effective after ten days from the moment of their state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. From coming into force of Rules of rendering services of telephone communication on networks of telecommunications public, Instructions for use local telephone communication of the Republic of Uzbekistan approved by the order of the Ministry of Communications of the Republic of Uzbekistan of April 25, 1997 No. 154 (рег. No. 339 of May 15, 1997), and the Instructions for use long distance and international telephone communication approved by the order of the Ministry of Communications of the Republic of Uzbekistan of April 25, 1997 No. 156 (рег. No. 340 of May 15, 1997) to recognize invalid.

4. Recognize invalid Items 1, 2 and 3 orders of the Uzbek communication agency and informatization of September 16, 2003 as No. 260 "About approval of Rules of rendering services of telephone communication on network public".

Rules of rendering services of telephone communication on network of telecommunications public

§ 1. General provisions

1. Rules of rendering services of telephone communication on network of telecommunications public (further - Rules) are developed according to the Civil code of the Republic of Uzbekistan, the laws of the Republic of Uzbekistan "About communication", "About telecommunications", "About consumer protection", "About the contractual legal base of activities of business entities" and govern the relations on rendering services of telephone communication between operators of telecommunications, providers of services of telecommunications and users of services of telephone communication in the territory of the Republic of Uzbekistan.

2. Action of these rules does not extend to rendering services of telephone communication by departmental networks of telecommunications, to rendering services of telephone communication from payphones, and also to rendering services by networks of mobile radiotelephone communication, data transmission networks and the IP telephony.

3. In these rules the following concepts are applied:

the subscriber - the physical person or legal entity which is directly using services of telecommunications based on the agreement signed with the operator of telecommunications or provider of services of telecommunications;

subscriber line - couple of wires, twisted on all length, going from telephone exchange to the telephone set of the subscriber;

subscriber number - number selected to the subscriber in case of the conclusion of the service provision agreement of telephone communication according to which the terminal (terminal) equipment connected to network of telecommunications is identified;

subscriber payment system of services - payment system of services in case of which the payment amount of the subscriber for certain (settlement) period of time (month, quarter, year, etc.) is the constant which is not depending on amount of actually received services;

automatic system of servicing - method of telephone connection which is established without the assistance of the operator by independent set by the user of services of telephone communication of number of the called subscriber;

automatic telephone exchange (further - automatic telephone exchange) - the telephone exchange providing automatic establishment of telephone connections;

tariffing unit - paid unit of duration of telephone connection (conversation) which depends on system of the tariffing chosen by the operator of telecommunications (counting on the whole minutes or periodic impulses);

custom system of servicing - establishment of telephone connection by means of the operator with the preorder;

the automatic telephone exchange action area - the territory in which the cable (air) lines of the main, distribution networks and means of radio access included in this telephone exchange or substation and which can be provided telephone connection by means of this equipment are placed;

the action area of the operator of telecommunications - the territory in which the operator of telecommunications renders services of telephone communication;
conference communication - the service giving the chance of simultaneous telephone communication of three and more subscribers;

local telephone communication - telephone connection between the users who are in limits of one settlement or administrative area;

long distance telephone communication - telephone connection between the users who are in the territory of different administrative areas of the Republic of Uzbekistan (except areas as a part of the city);

the international telephone communication - telephone connection between the user of services of telephone communication who is in the territory of the Republic of Uzbekistan and the user of services of telephone communication who is in the territory of other state;

immediate system of servicing - establishment of telephone connection with the help of the operator after acceptance of the order from the subscriber;

time payment system of services - payment system of services in case of which the payment amount of the subscriber for certain (settlement) period of time depends on time during which lines and constructions of telephone network for information transfer and receipt of other services of telephone communication were used;

the user of services of telephone communication (further - the user) - the physical person or legal entity which is the consumer of services of telephone communication;
