About approval of standards of the state services in the field of religious activities

1. Approve enclosed:

1) standard of the state service "Approval of Activities of Foreign Religious Associations in the territory of the Republic, Appointments of Religious Associations as the Foreign Religious Centers of Heads in the Republic of Kazakhstan";

2) standard of the state service "Carrying Out Registration and Re-registration of Persons Performing Missionary Activities";

3) standard of the state service "Conducting Theological Examination";

4) standard of the state service "Issue of the Decision on Construction of Cult Buildings (Constructions) and Determination of Their Location, and also Reshaping (Change of Functional Purpose) of Buildings (Constructions) to Cult Buildings (Constructions)";

5) standard of the state service "Issue of the Decision on Approval of Arrangement of Special Stationary Rooms for Distribution of Religious Literature and Other Information Materials of Religious Content, Objects of Religious Appointment";

6) standard of the state service "Issue of the Decision on Approval of Arrangement of Rooms for Holding Religious Actions outside Cult Buildings (Constructions)".

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

3. This resolution becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Approval of Activities of Foreign Religious Associations in the territory of the Republic, Appointments of Religious Associations as the Foreign Religious Centers of Heads in the Republic of Kazakhstan"

1. General provisions

1. The state service "Approval of Activities of Foreign Religious Associations in the territory of the Republic, Appointments of Religious Associations as the Foreign Religious Centers of Heads in the Republic of Kazakhstan" (further - the state service).

2. The standard of the state service is developed by the Agency of the Republic of Kazakhstan for religions.

3. The state service appears the Agency of the Republic of Kazakhstan for religions (further - the service provider).

Reception of applications and issue of results of rendering the state service are performed through office of the service provider.

4. Terms of rendering the state service:

1) from the moment of delivery of document package to the service provider - 30 (thirty) calendar days;

2) the most allowed time of expectation for delivery of document package to the service provider - 30 minutes;

3) the most allowed time of servicing - 30 minutes.

5. Form of rendering the state service - paper.

6. Result of rendering the state service - the letter approval of activities of foreign religious associations in the territory of the republic or appointment of religious consolidation as the foreign religious center of heads in the Republic of Kazakhstan, or the motivated answer about refusal in rendering the state service in case and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered to free of charge legal entities (further - uslugopoluchatel).

8. The working schedule of the service provider - Monday through Friday inclusive from 09:00 till 18:30 o'clock, lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.

9. List of the documents necessary for rendering the state service in case of the address of uslugopoluchatel to the service provider (or his representative by proxy):

for review activities of foreign religious associations in the territory of the Republic of Kazakhstan:

1) the statement in form according to appendix 1 to this standard of the state service;

2) the document confirming the location of foreign religious consolidation;

3) the printed religious materials opening the history of origin and fundamentals of dogma of foreign religious consolidation containing data on the religious activities corresponding to it;

4) the legalized or apostilled document certifying that the founder - foreign religious consolidation is legal entity by the legislation of foreign state, with notarially attested transfer in the state and Russian languages;

for approval of appointment of religious associations as the foreign religious centers of heads in the Republic of Kazakhstan:

1) the petition containing the information about the candidate, its previous activities in the foreign religious center for form according to appendix 2 to this standard of the state service;

2) the decision on appointment of the candidate the head of the religious consolidation operating in the territory of the Republic of Kazakhstan;

3) passport copy or identity certificates of the candidate for position of the head of religious consolidation.
