1. Approve enclosed:

1) standard of the state service "Registration and Issue of the Certificate on State Registration of Pledge of Tractors and the Self-propelled Chassis and Mechanisms, Trail Cars Manufactured on Their Base to Them, including Trail Cars with the Mounted Special Equipment, Self-propelled Agricultural, Meliorative and Roadway Construction Equipments and Mechanisms, and also Special Machines of the Increased Passability";

2) standard of the state service "Certification on the Right of Control of Tractors and the Self-propelled Chassis and Mechanisms Manufactured on Their Base, Self-propelled Agricultural, Meliorative both Roadway Construction Equipments and Mechanisms, and also by Special Machines of the Increased Passability";

3) standard of the state services "Registration of Persons Managing Tractors and Self-propelled Chassis and Mechanisms Manufactured on Their Base, Self-propelled Agricultural, Meliorative both Roadway Construction Equipments and Mechanisms, and also by Special Machines of the Increased Passability by Proxy";

6) standard of the state service "Submission of Information on Lack (Availability) of Encumbrances of Tractors and the Self-propelled Chassis and Mechanisms, Trail Cars Manufactured on Their Base to Them, including Trail Cars with the Mounted Special Equipment, Self-propelled Agricultural, Meliorative and Roadway Construction Equipments and Mechanisms, and also Special Machines of the Increased Passability".

2. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix to this resolution.

3. This resolution becomes effective after ten calendar days after day of its first official publication.

1. General provisions

1. The state service "Registration and Issue of the Certificate on State Registration of Pledge of Tractors and the Self-propelled Chassis and Mechanisms, Trail Cars Manufactured on Their Base to Them, including Trail Cars with the Mounted Special Equipment, Self-propelled Agricultural, Meliorative and Roadway Construction Equipments and Mechanisms, and also Special Machines of the Increased Passability" (further - the state service).

The working schedule of the service provider when rendering the state service - Monday through Friday from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law. 9. For receipt of the state service the uslugopoluchatel or his representative (under the notarized power of attorney) submits the following documents to the service provider:

1) the statement in form according to appendix to this standard;

2) originals and copies of identity documents, or certificates or certificates of state registration (re-registration) of the legal entity, for the representative - the document confirming its powers, and also the document proving his identity;

3) document on payment of the registration fee;

4) the pledge agreement or the agreement containing pledge conditions.

When rendering the state service the service provider shall receive the written consent of uslugopoluchatel to use of the data which are the secret protected by the law, containing in information systems if other is not provided by the laws of the Republic of Kazakhstan.

The copy of the registered statement is issued to Uslugopoluchatel with indication of:

2) registration dates;

3) surname and initials of the official who adopted the statement;

3. Procedure for appeal of decisions, actions (failure to act) of service providers and (or) their officials concerning rendering the state services

10. In disagreement cases with results of the rendered state service, or incorrect servicing, the claim is submitted addressed to the head of the corresponding service provider where the uslugopoluchatel or his representative submit the application;

11. The claim at the choice of uslugopoluchatel is submitted by the address:

1) in office of the service provider;

2) on the blog of the head located on Internet resource of the service provider.
