About the program of contract construction works for 2014
For the purpose of ensuring timely and high-quality accomplishment of parameters of the Investing program of the Republic of Uzbekistan for 2014, further increase in efficiency of use of capital investments in the conditions of building-up of amounts of construction works, strengthening of responsibility of public authorities on places for ensuring input of objects in operation in the terms established by agreements, rational capacity utilization of contract organizations for the advancing development of modern network of transport, engineering and communication and social infrastructure the Cabinet of Ministers decides:
1. Approve the key parameters of the Program of contract construction works developed by the Ministry of Economics together with the Ministry of Finance, the State committee of the Republic of Uzbekistan on architecture and construction, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, and also other interested ministries and departments for 2014 (further - the Program) according to appendix No. 1.
2. Approve address programs of contract construction works for 2014 on construction, upgrade, reconstruction and capital repairs:
the objects of the social sphere, utility, meliorative and irrigational and road and transport infrastructure, and also large production and non-productive facilities passing for 2014 according to appendices No. No. 2 - 2.7;
the objects of the social sphere, individual housing which are again begun in 2014 in the rural zone according to standard projects on a turnkey basis, utility, meliorative and irrigational and road and transport infrastructure, and also large production and non-productive facilities according to appendices No. No. 3 - 3.8.
Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent, heads of the ministries and departments, IK "Kishlok Kurilish Investment" the personal responsibility for ensuring timely accomplishment of programs of contract works for 2014 on construction, upgrade, reconstruction and capital repairs of the objects included in appendices No. No. 2 - 2.7, 3 - 3.8.
3. To the ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent - customers of construction to provide:
continuity of cycle of installation and construction works on the objects passing since 2013 according to the approved production schedules of works;
timely input of objects and capacities with execution of conditions of the signed agreements in case of strict observance of quality requirements of the performed works;
monthly submission to the Ministry of Economics and the State committee of the Republic of Uzbekistan on architecture and construction of information on the program implementation course to the 5th following month under report.
4. To provide to the state committee of the Republic of Uzbekistan on architecture and construction architectural and construction supervision of observance of town-planning regulations and rules when implementing installation and construction works and system monitoring of execution by customers, project and contract organizations of conditions of the signed agreements, with monthly submission of information on results of monitoring to the Cabinet of Ministers of the Republic of Uzbekistan.
5. Taking into account results of carrying out the competitive biddings and approval of address lists of buildings to represent to the Ministry of Economics together with the State committee of the Republic of Uzbekistan on architecture and construction as required to the Cabinet of Ministers of the Republic of Uzbekistan reasonable offers on introduction, within the approved parameters, adjustments in separate indicators of the Program.
6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.
