About strengthening of social protection of the population in the conditions of price increase and rates for utilities

The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for appointment and provision to the population of compensation of additional expenses on payment of utilities in the conditions of price increase and rates for services which is applied.

2. Determine that financing of the expenses connected with provision to the population of compensation of additional expenses on payment of utilities in the conditions of price increase and rates for services (further - compensation), is performed at the expense of subvention from the government budget to local budgets on provision of privileges and housing subsidies to the population for payment of the electric power, natural gas, services warm, water supply and water disposal, rent (content of houses and constructions and the house adjoining territories), export of household garbage and liquid sewage according to the Procedure for financing of expenses of local budgets on implementation of actions for the accomplishment of state programs of social protection of the population at the expense of subventions from the government budget approved by the resolution of the Cabinet of Ministers of Ukraine of March 4, 2002 No. 256 (The Official Bulletin of Ukraine, 2002, No. 10, by Art. 482; 2003, No. 44, Art. 2309).

3. To provide to Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations with the assistance of local government bodies:

the organization and coordination of activities of structural divisions for social protection of the population, housing and communal services, gas-and the power supplying organizations for compensation provision;

educations of workers of the commissions on questions of coordination of activities for compensation provision;

informing the population (through mass media, by implementation of telephone "hot lines", the organization of meetings with citizens for the residence, production of information materials, etc.) about procedure for provision of compensation;
